3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Cheyenne health care system currently has two (2) MGC Diagnostic plethysmographs. One is located at the main hospital which is needing to be replaced due to a seal that cannot be fixed and the other at the Northern Colorado VA clinic. Both machines interface with Vista Imaging through the software BreezeConnect Network/HL7 interface. The health care system has several MGC spirometers that use the same HL7 interface to upload spirometry reports that will be read by a respiratory therapist or the pulmonologist at the main sites.

There are a variety of platforms available. However, there would be technology compatibility issues if another manufacturer’s plethysmographs were to be procured. Further, another manufacturer’s system would need a different software and would compute with different analogs that will lead to different diagnosis/prognosis of care, and previous testing would not be able to be used as threshold of improvement or worsening of a condition. Lastly, it would not be in the Government’s best interest to utilize another manufacturer’s plethysmograph, because the plethysmographs and spirometers from MGC Diagnostics would not be compatible.

4. Description of market research conducted and results or statement why it was not conducted:

A search on VIP using the NAICS 334510 and word search MGC Diagnostics found 3 SDVOSB results.

Customary Commercial Practices/Standards This is a commercial off-the-shelf item, customary commercial practices and standards apply.

A search on the SBA – Dynamic Small Business Search using the NAICS 334510 and word search plethysmograph produced 1 match.

An FPDS search showed the items requested have been previously purchased from SDVOSB, VOSB, small business, large business concerns in the past 18 months. Recently from Medical Graphics Corporation, a small business, on 08/29/2023, in the amount of under contract

In a phone conversation on 03/25/2024 with MGC Diagnostics, she stated they were the manufacturer and had only one authorized distributor which was Bravo Inc., an SDVOSB.

This brand name procurement will be competed between a small business manufacturer and their one SDVSOB distributor with it being a small business set aside.
