About this file

This is a Justification for Single Source Award under FAR 6.103-1 for a bridge contract lease of automated scrub and linen dispensing equipment at the VA San Francisco Medical Center. The Department of Veterans Affairs, Network Contracting Office 21, is seeking to continue the existing lease of ScrubEx and alEx Automated Scrub and Linen Dispensers and Collectors from L1 Enterprises, Inc., a Service Disabled Veteran Owned Small Business (SDVOSB). The contract period of performance runs from May 1, 2026 through September 30, 2026, with a firm fixed price structure. The equipment integrates with existing VA systems and tracking software to manage just-in-time delivery of linens to authorized users while monitoring distribution costs and usage data by Environmental Management Service staff.

The justification identifies L1 Enterprises as the sole authorized distributor for IPA scrubEx® and alEx® leases at the facility, supported by an exclusive authorized distributor letter obtained from the OEM. Market research was conducted across multiple sources including SBA.gov (which identified 921 SDVOSBs and 974 VOSBs under NAICS code 339112), SAM.gov, GSA eLibrary, and ADD's UP contract database; however, no other sources were found offering the required lease arrangement for this proprietary equipment. The CO confirmed L1 Enterprises' sole authorized distributor status on April 15, 2026, and noted this is a temporary bridge action until a new multi-year competitive procurement can be conducted. The identical requirement from a previous action (36C26124P0848) was also awarded to L1 Enterprises as a sole source. Contracting Officer Mathew B. Czeshinski certified the justification as accurate and complete.

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office

(NCO) 21 on behalf of VISN 21, VA San Francisco Medical Center at 4150 Clement Street, San Francisco, CA 94121

2237: 662-26-3-6604-0081

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This procurement is for the continuity (as a bridge contract) of the current lease of ScrubEx and alEx Automated Scrub andLinen Dispensers and Collectors in accordance with FAR RFO 6.103-1.

The referenced equipment is currently being utilized at the San Francisco VA Medical Center under an annual lease, this will be a continuation of the current lease. This lease requirement has been previously procured through L1Enterprises, Inc, a Service Disabled Veteran Owned Small Business (SDVOSB). This action is intendedto be a Firm Fixed Price.

The contract is intended for use by the VA San Francisco Health Care System and VA facilities located within the VISN 21 catchment area. The ScrubEx Automated scrub and alEx Automated linen dispensing and receiving machines are needed by the VA San Francisco VAMC . These machines work in concert with existing VA systems and machines on site as well as each other and limit users to one scrub set and linen at a time. The required machines work with the current tracking software which allows use of the current user database. The dispensers and receivers are strategically placed throughout the hospital to ensure just-in-time (JIT) delivery to authorized users. AlEx SD and AlEx LC will allow the Service to reduce costs while at the same time monitor the distribution of linen by Environmental Management Service (EMS) management staff. This system stores data on who received linen, it’s weight and cost amount.

Estimated Contract Value:

The Period of Performance for the requirement is intended to be 05/01/2026- 09/30/2026.
