About this file

This is a Sole Source Justification document for a federal procurement under simplified acquisition procedures for commercial items. The Department of Veterans Affairs, VISN 20, Seattle VA Medical Center is seeking emergency custodial support services for non-direct patient areas covering approximately 500,000 square feet of cleaning space across all campus buildings. The requirement encompasses routine cleaning of restrooms, corridors, elevators, hallways, exam rooms, common areas, waiting rooms, offices, and administrative spaces. The period of performance is February 20, 2026 through May 19, 2026, with a firm-fixed-price contract structure anticipated.

The justification authorizes sole-source procurement under the "Unusual and Compelling Urgency" authority, citing the necessity to maintain service continuity after the incumbent contractor's previous service contract (36C26025C0041) with Salmon Group, Inc. was placed on stop work status due to a post-award GAO protest (B-424129.1). The document establishes that Salmon Group, Inc. is the only viable source because it already has fully credentialed personnel ready for immediate deployment and additional staff progressing through mandatory VA security vetting. Transitioning to a new vendor would require restarting the entire credentialing and onboarding cycle, typically requiring several weeks and creating an unacceptable service gap. The pricing is established at the same monthly rate as the competitively awarded predecessor contract, which was determined fair and reasonable through adequate price competition and comparison to the Independent Government Cost Estimate. This action is characterized as time-limited, pending completion of the administrative process to determine whether the original contract award should remain in place.

DEPARTMENT OF VETERANS AFFAIRS

SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL

ITEMS IN ACCORDANCE WITH RFO 12.102

Acquisition Plan Action ID: _36C260-26-AP-2287_

1. Contracting Activity: Department of Veterans Affairs, VISN 20, Seattle VA Medical Center, Seattle, WA, 663-26-2-505-0019

2. Nature and/or Description of the Action Being Processed: Requirement is for emergency custodial support is required for non-direct patient areas at Seattle VA Medical Center (VAMC) supporting hospital operations. The Seattle VAMC cleaning includes non-direct patient areas such as restrooms, corridors, elevators, hallways, exam rooms, common and waiting rooms, offices and administrative areas. Service contract 36C26025C0041, under which Salmon Group, Inc. was providing these services, was placed into a stop work status in connection with corrective action resulting from a post-award protest to the Government Accountability Office (GAO) (B-424129.1). A Contracting Officer’s authorization was provided to Salmon Group, Inc. on 02/20/2026 due to the work stoppage and emergency nature of this action. A firm-fixed-price contract is anticipated.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: Contractor shall provide custodial support at the Seattle VA Medical Center. The Seattle VAMC includes approximately 500,000 sq ft of regular routine cleaning space at all buildings within the Seattle VAMC campus. Routine cleaning is defined as the regular cleaning tasks the Contractor shall be responsible for performing at Seattle VAMC buildings. Period of performance is 02/20/2026 - 05/19/2026. Estimated value:

4. Statutory Authority Permitting Restricted Competition:

RFO 12.102 Restricting Competition, RFO 12.201-1 Simplified Procedures, and documented in accordance with RFO 6.104. The statutory authority for applying the Simplified Procedures for Commercial Services of RFO 12.201-1 is 41 U.S.C. § 1901 and is implemented by RFO 12.102(b) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

( ) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

( X ) Unusual and Compelling Urgency ( ) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert

Services ( ) International Agreement ( ) Authorized or Required by Statute ( ) National Security ( ) Public Interest

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Custodial coverage is necessary to

Acquisition ID#: 36C260-26-AP-2287 maintain required sanitation and support essential facility operations for high traffic restrooms, corridors, exam rooms, waiting rooms, and administrative areas that directly affect patient and staff movement throughout the medical center.

At the time the stop work order was issued, the incumbent contractor already had personnel who were fully credentialed and ready to begin work immediately, as well as additional personnel actively progressing through the VA’s mandatory security vetting process. Maintaining continuity in this established credentialing pipeline is essential. Transitioning to a new vendor at this stage would require restarting the entire credentialing and onboarding cycle, which typically takes several weeks and would result in a gap in services that the facility cannot absorb.

Because the incumbent is the only source with personnel who can be deployed without delay, any interruption to this workforce pipeline would cause immediate degradation of custodial coverage and create unacceptable risks to sanitation and facility operations. For these reasons, the use of unusual and compelling urgency procedures under RFO 12.201-1 is justified to ensure uninterrupted support while the Agency completes the corrective action process.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Given the immediate need for services, and the availability of the incumbent contractor for 36C26025C0041, combined with the need for uninterrupted staffing and security processes with the incumbent contractor, no further efforts were made to identify additional potential sources.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

The price per month for this contract is the exact same price per month for the same services competitively awarded under contract 36C26025C0041. The monthly price under contract 36C26025C0041 was determined fair and reasonable on the basis of adequate price competition and comparison to the Independent Government Cost Estimate (IGCE).

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons

Market Research Was Not Conducted: Market research was limited due to the known SDVOSB contractor already processing and credentialling workforce to support the custodial requirements at the Seattle VAMC who is already mobilized to begin work immediately on 02/20/2026.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: None.

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: See market research above.

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to

Competition before Making subsequent acquisitions for the supplies or services required: This contract action is necessary in response to corrective action taken by the Agency through a limited re-evaluation to determine whether the award decision for contract 36C26025C0041 resulting from Request for Proposal (RFP) 36C26025R0060 shall remain in place. The current action is considered time-limited for the expected duration necessary to complete the administrative process necessary to determine whether contract 36C26025C0041 was awarded appropriately.
