About this file
This is a Limited Source Justification document for a firm-fixed price delivery order issued under the GSA Information Technology – Cloud Services Multiple Award Schedule (MAS) by the Department of Veterans Affairs (VA) Technology Acquisition Center in Eatontown, New Jersey.
The VA's Office of Information and Technology, Infrastructure Operations division requires Oracle Cloud Infrastructure (OCI) credits, Oracle education subscriptions, and OCI Professional Services to support cloud migration and modernization objectives. The required services include Platform as a Service (PaaS) and Infrastructure as a Service (IaaS) offerings, education subscriptions, and professional services for Oracle technology. The period of performance is 12 months with one optional 12-month renewal period. The contracting authority is FAR RFO 8.401(b) and GSAM/R 538.7104-3(b)(1)(ii), which permits limited source awards when only one source can provide unique or highly specialized products or services. The justification is predicated on the VA's existing infrastructure of large Oracle databases and applications residing on VA-owned SuperClusters; migration to any non-Oracle cloud service provider would require complete architecture and infrastructure redesign, estimated to exceed two years and cost significantly more than the proposed action. Market research conducted from October 2025 through March 2026 included GSA schedule reviews, RFIs to potential vendors, and analysis of multiple cloud service providers including Amazon Web Services, Microsoft Azure, and Google Cloud Platform; the research confirmed that only Oracle or authorized Oracle resellers can provide the required native Oracle PaaS and IaaS support for the existing Oracle database and application infrastructure. The acquisition will be compared to an Independent Government Estimate to ensure price fairness and reasonableness, with GSA MAS prices already pre-determined as fair and reasonable. No presolicitation or award notice is required as this is a delivery order under an existing requirements contract. The document includes certifications of technical requirements accuracy, fair and reasonable cost determination, and contracting officer approval, all dated June 26, 2026.

Oracle Cloud Credits and Associated Services VA-26-00071007
LIMITED SOURCE JUSTIFICATION
1. Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition, and Logistics Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724
2. Description of Action: The proposed action is a firm-fixed price delivery order issued under the General Services Administration (GSA) Information Technology – Cloud Services Multiple Award Schedule (MAS) to acquire Oracle Cloud Infrastructure (OCI) credits, Oracle education subscriptions, and OCI Professional Services.
3. Description of the Supplies or Services: The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Infrastructure Operations (IO), requires cloud credits, associated services, and contractor support to provide consulting services. The required services must include Platform as a Service (PaaS) and Infrastructure as a Service (IaaS), education subscriptions, and professional services for Oracle technology native to the Cloud Service Provider (CSP) offering.
The Period of Performance for these services shall be 12 months, with one (1) 12-month option period. The total estimated dollar value of this action is (inclusive of the base and option period).
4. Statutory Authority: This acquisition is conducted under the authority of the Multiple Award Schedule Program. The specific authority providing for a limited source award is Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 8.401(b) and General Services Acquisition Manual/Regulation (GSAM/R) 538.7104-3(b)(1)(ii), only one source is capable of providing the products, services, or solution required because the products, services, or solutions are unique or highly specialized.
5. Rationale Supporting Use of Authority Cited Above: This is a brand name justification in accordance with FAR 11.204, Items Peculiar to One Manufacturer. Based on extensive market research, as described in Section 8 of this document, it was determined that limited competition is available among contractors capable of providing the required brand-name OCI services through an appropriate GSA cloud acquisition vehicle. The Government's requirement is uniquely tied to Oracle OCI because the target architecture, service model, migration approach, and cloud service terms require technology and services of PaaS and IaaS Universal Credits and specialized technology services. Moving large Oracle databases and applications (both of which reside on VA-owned SuperClusters in data centers owned and operated by the VA) to a non-Oracle Cloud Service Provider (CSP) would require complete architecture and infrastructure re-design. It is estimated this effort would take more than two years and cost more than to accomplish. These estimates are based on previous acquisition history. These costs would not be recovered through competition. Only Oracle or an authorized Oracle reseller can provide Oracle cloud services.
No other cloud provider can furnish the required Oracle brand-name OCI services. An acquisition of a non-Oracle CSP would result in unacceptable additional cost, schedule delay, disruption to the VA's modernization objectives, increased technical risk and increased technical debt. Accordingly, Oracle brand-name services are uniquely qualified to provide the required services in OCI.
6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not identify any other source capable of providing the required Oracle brand-name OCI cloud services. It was determined, however, that limited competition is viable among resellers of cloud credits and professional services available through GSA cloud acquisition channels that can quote and provide the required Oracle cloud services and associated service terms.
In accordance with FAR RFO 5.101(b)(1)(iv) a pre-solicitation notice is not required as this will be an order issued under a requirements contract, a task order contract, or a delivery order contract. Therefore, in accordance with FAR RFO 5.301(b), an award notice is not required. The award notice for this action will not be synopsized on the Contract Opportunities website.
7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed.
8. Market Research: During the period of October 2025 through March 2026, VA conducted comprehensive market research to identify capable sources that could fulfill the requirements of this procurement. Market research included reviewing GSA schedules, VA-specific contract vehicles, market surveys, and outreach to potential vendors through Requests for Information (RFIs). Additionally, historical procurement data and vendor performance records were analyzed. The research established that, while several firms offer products/services of a similar nature, only Oracle resellers were found to meet VA’s minimum technical, quality, and delivery requirements.
VA reviewed multiple cloud service providers, including and Oracle Cloud Infrastructure.
provide mature database offerings, they do not provide Oracle’s proprietary service model (e.g. PaaS and IaaS for Oracle technology) native to the CSP offering. All other CSPs (other than OCI) offered solutions which would result in substantially increased time and costs as detailed above.
provide cloud infrastructure capabilities; however, they do not provide native Oracle PaaS and IaaS in support of the existing Oracle database and application infrastructure.
The RFI results confirmed that multiple vendors could provide general cloud or integration services; however, only Oracle or Oracle-authorized resellers could provide the required native support of the Oracle database, application infrastructure, and OCI Professional Services enabling VA to migrate large existing Oracle databases away from legacy Oracle Infrastructure.
