About this file
This document is a Limited-Sources Justification for a modification to a firm fixed price (FFP) and Time and Materials (T&M) hybrid Task Order 36C10B20F0172. The proposed action will provide a 12-month extension of services to continue the modernization of the Veterans Benefits Administration (VBA) Loan Guaranty (LGY) legacy suite of applications, awarded under the GSA Federal Supply Schedule (FSS) to Accenture Federal Services, LLC (the incumbent contractor). The total estimated value of the proposed 12-month extension is $115,196,205.17, inclusive of three optional tasks for additional support teams and one optional task for transition support. This action is being taken to ensure continuous operation, administration, and modernization of the VBA Home Loan Program benefit for Veterans and their dependents, as the incumbent possesses the required understanding of the scope, institutional knowledge, and staff in place to prevent disruption or delay in service. The justification notes that a re-compete is planned, but a strategic pause was required to evaluate adopting a Managed Services based contract, necessitating this 12-month logical follow-on extension.

LIMITED-SOURCES JUSTIFICATION
1. Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition and Logistics Technology Acquisition Center (TAC) 23 Christopher Way Eatontown, NJ 07724
2. Description of Action: The proposed action is for a modification to firm fixed price (FFP) and Time and Materials (T&M) hybrid Task Order (TO) 36C10B20F0172. This action will provide a 12-month extension of services to continue the modernization of the Veterans Benefits Administration (VBA) Loan Guaranty (LGY) legacy suite of applications. This action is being conducted under the authority of the General Services Administration (GSA) Multiple Award Schedule (MAS) Program. The proposed effort will be awarded under the GSA Federal Supply Schedule (FSS) GS-35F-540GA to Accenture Federal Services, LLC (AFS), 800 N Glebe Rd Suite 300, Arlington, VA 22203.
3. Description of the Supplies or Services: The Office of Information and Technology (OIT) and VBA LGY Business Leadership require continued enhancement, modernization, maintenance, and sustainment of the VBA LGY legacy suite of applications. The VBA LGY legacy suite of applications is currently the only suite of tools available to the VBA LGY Product Line for managing and administering the VBA Home Loan Program. This action is required to ensure continuous operation, administration, and modernization of the VBA Home Loan Program benefit for Veterans and their dependents. The modification will continue modernization of the legacy LGY suite of applications and will provide cross-functional, agile teams to build and maintain a platform with capabilities to streamline systems, improve scalability, and increase availability of services. This effort will accurately measure investments while continuing modernization work to provide more efficient delivery and functionality. The action also requires iterations of Scaled Agile Framework (SAFe) agile software development, Development Security and Operations (DevSecOps), and Continuous Integration and Continuation Delivery (CI/CD) pipelines as well as support for the enhancement and modernization of the LGY product suite under the transformative VA Loan Lifecycle.
This will be a modification to TO 36C10B20F0172 that was competitively awarded under the GSA Contract GS-35F-540GA with Accenture Federal Services (AFS) on June 16, 2020. The modification shall be for a continuation of the same work as previously competitively awarded and therefore is a logical follow-on.
The total estimated value of the proposed 12-month extension is , inclusive of three optional tasks for additional support teams and one optional task for transition support. The TO value will increase from to as a result of this action.
4. Statutory Authority: The statutory authority for limited sources is Section 41 U.S.C.
4106(c)(3) as implemented by the Federal Acquisition Regulation (FAR) 8.405-
LGY Sustainment Control Number VA-24-00052407
While market research indicates there are several contractors in the federal marketplace that are interested in performing the required services, only the incumbent possesses a full understanding of the scope of work, the requisite institutional knowledge, and the staff in place that would allow for no negative impact to ongoing critical initiatives. Therefore, this 12-month effort will be awarded in the interest of economy and efficiency to prevent a disruption or delay in service.
9. Other Facts: In December 2023, VA generated a proposed final package for publication on SAM.gov for the re-compete mentioned in Section 7 of this justification.
During the final analysis of the re-compete requirements, OIT and VBA leadership determined a strategic pause was necessary to evaluate the viability of adopting a Managed Services based contract.
The next few months were required to evaluate program requirements vice the benefits of Managed Services and alternative contract types to arrive at a re-compete package that would deliver the best outcome to Loan Guaranty Service. Based on the evaluation of a managed service approach, the program team has made revisions to improve the pending re-compete to meet identified business goals.
By February of 2024, VA determined that this strategic pause had shifted acquisition timelines in such a way that the current contract’s expiration date would not permit a smooth transition without an extension. At that time, the process to pursue a logical follow-on to the existing order began.
For the remainder of the 2nd and most of the 3rd quarter of FY 2024, VA technical experts from VBA and OIT worked with the TAC to refine the requirements for this logical follow-on to ensure it captured all tasks necessary for continuity of services for administration of the VBA LGY Suite of applications for home benefits to support keeping Veterans in their homes. Requirements for the logical follow-on covered by this justification were finalized at the end of May 2024.
