Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: F36C24723-AP-4426 / 534-23-4-5034-1278 / Fisher House Access Control System

1. Contracting Activity: Department of Veterans Affairs, VISN 07, Ralph H Johnson Health

Care System, Station 534, Office of Assistant Director, Fisher House

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The current Schlage access system at the Fisher House is malfunctioning and in need of immediate replacement key card access system at the Ralph H. Johnson Fisher House. The current system is not working properly, and in need of replacement due to Veterans, families and staff frequently being locked out of entrance doors and guest rooms. When guests are locked out of Fisher House and staff are not available, there is a safety risk for Veterans and caregivers who may need immediate access to medications, caregiver assistance, or may be delayed to appointments and medical treatment at Ralph H Johnson VA Medical Center.

Furthermore, there are components to the system that will likely become inoperable at any time which will cause the Fisher House to relocate up to 20 families to hotels.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Salto access system is require due to being a user-friendly and reliable system that is compatible with the current system and will meet the Fisher House and government’s requirements. The Fisher House manager has eight years of institutional knowledge of the system which will provide significant cost savings to the government, streamline user training, and assist during future operational use and troubleshooting. The Fisher House Manager is currently a lead on a VACO workgroup that has recently evaluated access systems installed at VA Fisher Houses. The Salto system is highly rated for reliability, ease of use, and end-user and customer/guest satisfaction. The Salto system will also provide Fisher House staff with unique remote fob and cell phone entry access capabilities and will have the capability of remotely opening guest doors after hours when Veterans or guests are locked out of their rooms. The Salto system enables administrative users to audit room doors when investigating entries and/or occurrences, which the majority of the VA access systems do not have this capability. The Salto system also provides reports of entry/exit times and will provide system update notices that the current system installed as well as the majority of VA access systems installed do not provide. The Salto system will allows users to create key cards on the spot without the additional step of programming multiple doors which costs the government time, staff, and resources. The contractor selected is currently working at local VA CBOC’s to include North Charleston providing the same service under contracts that belong to the VA https://www.acquisition.gov/?q=/browse/far/13

CBOC property owners. Code Lynx has technicians available in the Charleston area to respond to service calls any hour of the day or night

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted at the service level and at the national level.

Subject Matter Experts (SME) at the service level and national level reviewed similar systems, but the Salto system was determined as the most reliable and functional and would be the best fit for end-user needs located at VA Fisher Houses. The Fisher House Manager and Assistant Manager reached out to multiple companies that were accredited to install Salto systems.

Code Lynx Software provide a quote and is currently working at local VA CBOC’s to include North Charleston providing the same service under contracts that belong to the VA CBOC property owners. Code Lynx has technicians available in the Charleston area to respond to service calls any hour of the day or night.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
