DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: _36C24620AP3334

1. Contracting Activity: Department of Veterans Affairs, NCO 6, Hampton VA Medical Center Department of Veterans Affairs, for VISN 6, Hunter Holmes McGuire VA Medical Center, Richmond, Virginia, 23249. Transaction# 652-20-4-055-0200

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This request is for obtaining female Yucatan swine for research. The swine will undergo a 3 year test trial to ascertain if premature heartbeats cause heart debilitation that leads to heart failure. There seems to be a connection between the two in human heart patients. Female Yucatan swine have hearts that are like human beings, in size. Base + 2 option periods Estimated Cost: $230,294.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The requirement is for live female Yucatan swine that weigh between 25-35 kg and are to be socially conditioned prior to arriving at RICVAMC. Sinclair Bio Resources is the only vendor that have raised and are able to supply swine that are physically fit to be used for the PVC-Cardiomyopathy model in the IACUC approved protocol 02480: “Validation of a premature ventricular contraction-induced cardiomyopathy on a swine model” and protocol 02511: “Validation of swine as a suitable animal model for testing of novel therapy for postoperative atrial fibrillation using Nano formulated calcium chloride to suppress cardiac Ganglionated Plexi”.

Sinclair Bio Resources is the only vendor qualified to provide research Yucatan swine per all the requirements for research outcomes. Sinclair Bio Resources is a USDA Class A swine breeder and is AAALAC, Int. accredited. Richmond VAMC requires Yucatan swine due to the size of the swine and human size relatability. Sinclair is the only vendor who provides Yucatan swine with all characteristics that are required.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted thru Contract opportunities, FPDS, SBA Dynamic Search, Historical data, and a NAC search. Only Sinclair Bio Resources were revealed in the searches.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
