About this file

This document is a Justification and Approval (J&A) for a Sole Source Award to a Service-Disabled Veteran-Owned Small Business (SDVOSB). The Department of Veterans Affairs, VISN 9, Alvin C. York VA Medical Center in Murfreesboro, TN requires emergency asbestos abatement and reheat system repair for Building 6. The specific work involves removing asbestos-containing dielectric unions (84 locations) and re-piping the supply and return systems, with a total contract value of $81,233.00.

The sole source contract will be awarded to Dunbar Mechanical Contractors, LLC, a certified SDVOSB located in Bartlett, TN. The acquisition is being processed under 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c), with limited market research conducted due to the urgent nature of the requirement. The contract is a one-time purchase order using firm fixed pricing, with no options, and is justified by the emergent need to restore the environmental control system and address critical infrastructure issues at the medical center.
