About this file
This is a Justification and Approval (J&A) document for a sole source contract award under the Service-Disabled Veteran-Owned Small Business (SDVOSB) program.
The Department of Veterans Affairs, VISN 22, Greater Los Angeles VA Healthcare System (VAGLAHCS) is procuring a SEISMIQ Intravascular Lithotripsy Console for $115,000.00 as a firm fixed price contract. The radiology department requires this equipment on an urgent basis to provide clinicians with the capability to treat patients with calcified peripheral arterial disease using intravascular lithotripsy (IVL) technology. The contracting officer has determined the award price to be fair and reasonable, as $115,000 falls within the typical capital equipment range for IVL consoles, which generally costs between $100,000 and $150,000. The sole source award is being made to Wolfpack Medical Supply, a VIP-listed SDVOSB certified in VetCert, which has been determined to be a responsible contractor. The contracting officer determined that market research was not necessary due to the compelling and urgent nature of the requirement. The J&A was certified by Contracting Officer Jasmine Pressley-Barnard (NCO 22) and will be posted within 14 days after contract award in accordance with FAR requirements. The acquisition is authorized under 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c), implemented through VAAR 819.7008, and does not exceed the $5 million sole source threshold for SDVOSBs.
