About this file
This document is a Justification for an Exception to Fair Opportunity (FAR 16.507-6(b)(2)) for sole-source award to Change Healthcare Technologies, LLC.
The Veterans Integrated Service Network (VISN) 12 is seeking eight delivery orders through the Department of Veterans Affairs National Acquisition Center under a Defense Logistics Agency contract (SPE2D1-18-D-0006) with Change Healthcare Technologies, LLC for upgrades to the Change Healthcare Enterprise Imaging Picture Archiving and Communication System (PACS). The total contract value across all locations is $1,539,352.13, with individual site values as follows: Chicago VAMC ($266,925.49), Danville VAMC ($65,191.74), Hines VAMC ($169,420.05), Iron Mountain VAMC ($65,191.74), Madison VAMC ($33,735.53), Milwaukee VAMC ($740,696.00), North Chicago VAMC ($132,999.84), and Tomah VAMC ($65,191.74). The delivery orders include hardware (HPE application and network servers, Dell EMC storage systems), software (Nuance Carahsoft Microsoft SQL Server 2022 licenses), and services (implementation, migration, training, and professional services). The justification asserts that Change Healthcare Technologies, LLC is the only vendor capable of providing the required supplies and services due to the unique and specialized nature of the PACS software maintenance, support, FDA clearance requirements, warranty protection, and software compatibility. The contracting officer has determined that anticipated costs are fair and reasonable based on prior DLA negotiations under the existing contract.
