Department of Veterans Affairs, VISN 23, St. Cloud VA Healthcare System.
2237 Number: 656-20-3-1923-0065
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Estimated Amount: $75,123.20
The Department of Veterans Affairs, St. Cloud VA Healthcare System, has an urgent requirement to increase its capability of providing Acute Respiratory Clinic Services and Urgent Care Services in response to the COVID-19 crisis. The St. Cloud VA Healthcare System is currently able to provide Acute Respiratory Services on weekdays only, with a coverage gap on weekends. By this modification, the St. Cloud VA will be capable of providing Acute Respiratory Clinic Services seven days per week.
These services are needed urgently by the St. Cloud VA Healthcare System. In order to procure these services will the least possible delay; these services will be procured via a modification to contract V797D- 30065 VA263-17-J-1572, Medical Officer of the Day Services for the St. Cloud VA Hospital to add Acute Respiratory Clinic Services and Urgent Care Services. By this modification CLIN 2002 Acute Respiratory Services / Urgent Care Services will be added to this contract. CLIN 2002 will be for 640 hours.
This modification is part of the rapid response of the St. Cloud VA Healthcare System to address the current COVID-19 crisis
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Unusual and compelling urgency due the COVID – 19 pandemic. The St. Cloud VA Healthcare System has an urgent requirement to establish an Acute Respiratory Clinic (ARC) that will be open seven days per week in order to treat patients that either have or are suspect of having COVID –
19. The ARC is preferable as it will segregate patients with COVID – 19 or are suspected of having COVID – 19 from the general patient population.
A modification to task order V797D-30065 VA263-17-J-1572 is preferred over a new contract due the amount of time required to award a new contract including background checks and https://www.acquisition.gov/?q=/browse/far/13
VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 credentialing for new staff far exceeds the urgent need date for these services. The medical providers already on this contract have completed all background checks and have approved credentialing as well as possessing the necessary medical certifications necessary to provide Acute Respiratory Clinic Services and Urgent Care services. By modifying this current contract, the St.
Cloud VA will be able to receive services immediately upon award, without delay. Eskridge Enterprises, LLC, the contractor on task order V797D-30065 VA263-17-J-1572 has extensive and successful past performance history with the St. Cloud VA.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was conducted. A survey of the GSA Schedule for Acute Respiratory and Urgent Care Services was conducted. This survey found multiple schedule holders that are capable of providing these services. However, only one of the schedule holders is currently under contract with the St. Cloud VA Healthcare System; and is providing similar healthcare services. That contractor is Eskridge Enterprises, LLC, an SDVOSB based out of Round Rock Texas.
Furthermore, the Contracting Officer for this requirement has extensive expertise in procuring healthcare services in this geographic region. The contracting officer is aware of the state of the marketplace during this national emergency and has determined that a contract modification is the most efficacious method to meet this urgent need.
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
