Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a requirement to cover hazardous materials treatment, removal, and disposal services, for approximately 60 days at the VA San Diego Healthcare System.
The estimated value of this interim contract is $100,000.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This requirement is procured in the Government's best interest of issuing a sole source contract for approximately two months until a new action has been awarded, in accordance with FAR 13.106-1(b), solicitation to only one source and under unusual and compelling urgency per 41 USC §3304(a)(2) as implemented by FAR 6.302-2.
This authority applies in those situations where an unusual and compelling urgency precludes full and open competition; and a delay in award of a contract would result in serious injury, financial or other, to the Government.
When the agency’s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided.
The Government intends to award to Pacific Coast Contracting Group. The market research information is not more than 18 months old and requires a CO’s signature up to $250,000.

4. Description of market research conducted and results or statement why it was not conducted:
Limited market research is conducted to address the urgency of the interim requirement.The prior IDIQ contract expired 10/31/2024, using all available options and extensions. The last task order that covered services for San Diego expired 4/30/2025; San Diego is currently without contract coverage for hazardous materials removal/treatment/disposal needs.
The task order obligations for the prior 5.5 years ranged increasingly from approximately, $319,000 to $495,000, with the past option year four (4) prices and usage averaging to approximately $41,000 per month in value. The current pricing estimates to an approximate increased average percentage that is deemed fair and reasonable, relative to the current status of the economy.
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR 6.302-2 and FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
