The Lebanon VA Medical Center has a requirement for 10 Brand Name only Spacelabs Healthcare Telemetry Monitors for monitoring systems to maximize COVID bed capacity. The current telemetry monitoring system has been established for six beds in the medical/surgical unit. An additional capability to create the telemetry monitoring systems for additional beds is required. 4. Description of market research conducted and results or statement why it was not conducted:
A Request for Information (RFI) 36C24421Q0534 was posted to Federal Contract Opportunities from 4/2/2021 to 4/7/2021. No responses were received.
The Contract Specialist (CS) contacted the Original Equipment Manufacturer (OEM) Spacelabs (Large Business) to ascertain if they have authorized distributors. The OEM confirmed they have 3 authorized distributors. The authorized distributors are: The Avmedical (SDVOSB), Janz Corporation (SDVOSB), and Hometown Medical Equipment (Small Business). In addition to Spacelabs authorized distributors, they sell the requested equipment on DLA Contact SPE2D1-19-D-0008; however, the Ordering Officers (OOs) at the Lebanon VA Medical Center could not locate these items on ECAT contract. All documentation is uploaded to the Contract file.
All of the mandatory contract vehicles, the Strategic Acquisition Center (SAC) and Medical Surgical Prime Vendor (MSPV), resulted in no findings.
The Vendor Information Pages (VIP) was searched using NAICS 339112 and keywords Telemetry monitors and resulted in one result. However, this vendor is not authorized to resell Spacelabs products.
The GSA website was searched using keyword phrase Spacelabs Telemetry and did provide results, but the exact items requested are not under any GSA/FSS contract. This information is confirmed with the OEM.
The Non-Manufacturer Rule was examined to determine if this procurement could be a SDVOSB set-aside, since the OEM confirmed there are two SDVOSBs. However, since the SDVOSBs are supplying product from the Large Business OEM Spacelabs and there is no class waiver found on the Small Business Administration (SBA) waiver list, the procurement strategy is to post this requirement as a Small Business set-aside and let the SDVOSBs and Small Business compete on the open market.
