About this file

This document is a Justification for Single Source Awards for a procurement by the Department of Veterans Affairs, VISN 08, VA Caribbean Healthcare System. The VA is seeking to acquire a Body Pro-Lok ONE System, an exclusive positioning device made by CQ Medical that is compatible with the existing Linac machine used at the VA Caribbean Healthcare System. Market research confirmed there are no other vendors that can provide an equal or similar product that meets the radiation therapy specifications for cancer patients undergoing treatment. The VA intends to issue a firm-fixed price single source procurement to CQ Medical, the original equipment manufacturer (OEM) and only authorized seller of the Body Pro-Lok ONE Platinum in the U.S. The proposed contract is for a 120-day period after contract award. Firms who want to challenge the single source determination must show clear and convincing evidence of their capability to provide the required supplies and that competition would be advantageous to the Government. Responses must be submitted by August 16, 2024.

1. Contracting Activity: Department of Veterans Affairs, VISN 08, VA Caribbean Healthcare System (VACHS), Network Contracting Office 08, Commodities.

2237 Ref Number: 672-24-3-198-0311

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Market research was conducted, and there is no other vendor with equal or similar specifications compatible with the existing Linac machine.

Inquiries were performed through SCMC, NAC, GSA, and FPDS platforms with one result.

The Body Pro-Lock One System is compatible with the existing Linac machine currently used at the Caribbean VA Healthcare System, which justified CQ Medical as the sole source.

It is also an exclusive positioning device made by CQ Medical that meets the radiation therapy specifications for cancer patients undergoing treatment.

4. Description of market research conducted and results or statement why it was not conducted: This is a Sole Source Requirement. Market research confirms there is No authorized SDVOSBs or VOSBs to perform maintenance or distribute product. It is in the best interest of the government to award procurement directly to the OEM.
