Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-24-AP-3018
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Network Contracting Office 4 in support of Pittsburgh VA Healthcare System, University Drive, Pittsburgh, PA 15240. Purchase Request #: 646-24-2-233-0379.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Purchase of a soiled tray conveyor and a waste disposal unit for the University Drive Campus of the VA Pittsburgh Healthcare System. The soiled tray conveyor is utilized in the dish room at the medical center to convey patient trays to a dishwasher so trays and dishes may be run through the dishwasher to be cleaned and sanitized. The waste disposal unit integrates to the soiled tray conveyor and collects unused food waste that is disposed of after each meal. As the current soiled tray system is approaching end of life, we are noticing an increase in some issues. This is due to worn seals, carbon buildup, leaks, rust, accuracy, and electrical issues. The soiled tray system is used daily and is an integral part of our daily work maintaining a safe campus for Veterans.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
There is a very limited market for this type of food service equipment. This type of equipment is mainly used in healthcare institutions. When it comes to equipment such as a soiled tray conveyor, they are typically custom fabricated, one at a time, and are not manufactured in mass quantities.
The current soiled tray conveyor is produced by Champion Industries/Bi Line Conveyors. This would allow for staff to already understand how the equipment operates.
The Bi Line MT12 is the only soiled tray system that meets the unique antiquated dimensions of the VA Pittsburgh University Drive building which was constructed in the 1950s. The only soiled tray system that will fit in the kitchen. The Bi-Line Conveyor Systems MT12 is the only system that is “L” shaped with a 12” interlocking belt, adjustable feet for leveling in the uneven flooring nature of buildings constructed in the 50’s.
Due to the high patient load, meal trays must be cleaned at an unprecedented rate. A garbage disposal capable of processing a minimum of 1000 trays a day is required. The Salvajor 419 is the only disposal on the market capable of meeting such demand due to the ¾ hp pump and dual voltage capabilities. The Bi-Line Conveyor System MT12 is the only system that is compatible with the Salvajor 419 through a scrape trough. The standard dishwashing machine already in service is the Champion 9-1262.1. If the VA were to purchase any other brand soiled tray system, a new dishwasher would need to be purchased unnecessarily. This would end up costing an additional $250,000 and creating $100,000 worth of waste.

4. Description of market research conducted and results or statement why it was not conducted:
A Sources Sought Notice was posted to SAM.gov on 10 May 2024 with the requirement for a brand name only Bi Line soiled tray system and a Salvajor Waste collector with the salient characteristics listed above. Three vendors responded with the capability to provide the equipment that is being requested.
Additionally, GSA Advantage was searched for the Bi Line MT 12 Conveyor, which yielded no results.
GSA Advantage was also searched for the Salvajor S419 waste collector and 3 schedule holders were available. However, none of the companies indicated that they could supply the Bi Line conveyor system.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
