DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C248-21-AP-6333
1. Contracting Activity:
Department of Veterans Affairs VISN 08 Bay Pines VA Health Care System (BPVAHCS) Pathology and Laboratory Medicine Service 2237#: 516-22-1-037-0002
2. Brief Description of Supplies / Services required and the intended use / Estimated Amount:
BPVAHCS Pathology & Laboratory requests services for Acid Fast Bacilli (AFB) susceptibility testing for patient care. The total estimated cost is $75,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
BPVAHCS Pathology & Laboratory sends patient AFB culture specimens to the Florida Department of Health State Lab. If there is growth of mycobacteria, infectious disease providers sometimes will request antimicrobial susceptibilities. The Florida Department of Health State Lab doesn’t perform AFB susceptibility testing. The Florida Department of Health State Lab sends all their susceptibilities to National Jewish Health Lab (NJHL) directly. If BPVAHCS infectious disease doctors request susceptibilities, Pathology & Laboratory can just fax the NJHL test requisition to the State Lab and then NJHL will send the mycobacterium isolate directly. If sent to other lab contractors, Pathology & Laboratory will need to ask the Florida Department of Health State Lab to send the mycobacterium isolate and once received, it can be forwarded to the other lab contractors, which will delay the susceptibility testing. Mycobacterium isolates, especially mycobacterium tuberculosis is a Category A infectious substance and will need to be packaged and shipped in a special way.
National Jewish Health Laboratories offers 7 different susceptibilities panels for AFB with multiple antimicrobial agents included for up to 20 antibiotics. The results will provide the physicians better options when treating their patients. Other laboratories such as Labcorp and Quest Diagnostics only offers up to less than 10 antimicrobial agents.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted which included NHJL, Labcorp and Quest Diagnostics. NHJL offers 7 different panels for AFB susceptibilities with multiple numbers of antimicrobial agents which include up to 20 antibiotics. The results will provide the physicians better choice of treatment to their patients. Labcorp and Quest Diagnostics only offers less than 10 antimicrobial agents. The Florida State Department of Health Laboratory sends all their AFB isolates for susceptibility. AFB testing to NJHL will eliminate any delays in patient care.
