About this file
This is a Justification for an Exception to Fair Opportunity (JEFFO) document from the Department of Veterans Affairs for the procurement of Confluent software subscription licenses and maintenance support.
The VA's Office of Information & Technology seeks to issue a firm-fixed-price delivery order under the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Government-Wide Acquisition Contract (GWAC) for brand-name Confluent software licenses and 24x7x365 enterprise support. The requirement supports the Benefits Integration Platform (BIP) Software Factory, which modernizes systems serving Veterans Benefits Administration, National Cemetery Administration, and Caseflow. The contract period is 12 months with one optional 12-month extension and includes 20 optional tasks. Key technical requirements include: data-streaming and eventing capabilities with multi-tenant security management; integration with the BIP Identity Manager for veteran data access control; FIPS 140-2 compliance; Change Data Capture (CDC) connector support for Oracle databases and other VA data sources; and infinite data retention for historical data analysis. The VA conducted market research from November 2025 through February 2026 and determined that Confluent is the only product meeting all requirements, including enterprise support, data source integration, multi-tenanted security, and data retention capabilities. Competitors were evaluated and rejected because they lacked one or more critical features such as Oracle CDC connectors, proper compliance certifications, enterprise support levels, or data retention functionality. The justification cites Section 41 U.S.C. 4106(c)(2) as the statutory authority for the sole-source acquisition, noting that the supplies are unique or highly specialized. Limited competition exists among verified Service-Disabled Veteran-Owned Small Business (SDVOSB) resellers in SEWP V Groups B, C, and D. The award notice will be synopsized on the Contracting Opportunities website within 14 days of award.

Confluent Software Licenses and Maintenance Control Number:
JUSTIFICATION FOR AN EXCEPTION TO FAIR
OPPORTUNITY
1. Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement Acquisition and Logistics Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724
2. Description of Action: The proposed action is for a firm-fixed-price delivery order issued under the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Government Wide Acquisition Contract (GWAC), for brand name Confluent software subscription licenses and maintenance support.
3. Description of the Supplies or Services: The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Enterprise Portfolio Management Division, Benefits, Appeals and Memorials (BAM) Portfolio has a requirement to purchase brand name Confluent software subscription licenses and maintenance in support of the Benefits Integration Platform (BIP) Software Factory. BIP reduces the current technology footprint supporting Veterans Benefits Administration, National Cemetery Administration, and Caseflow through the expansion and reuse of technology solutions by systems across the BAM Portfolio, including Memorial Benefits Management System (MBMS), Enterprise Management of Payments, Workload, and Reporting (eMPWR), and Veterans Benefits Management System.
The BAM portfolio requires a data-streaming service to support the modernization of its software products that will result in more accurate and faster delivery of benefits to Veterans. VA requires 24x7x365 US Citizen Continental United States enterprise support for a data-streaming and eventing solution, as adoption continues to scale to an enterprise level. Additionally, VA requires a multi-tenant security management system for external consumer access to data streams and event solutions, integration with the BIP Platforms Identity Manager (IdM) for managing access to Veteran data, and compliance with Federal Information Processing Standard (FIPS) 140-2. The solution must provide access control, encryption, auditing capabilities, and integrate with the existing IdM access management system.
VA also needs data source integration to enable BAM services and applications to consume real-time data from various sources, including Change Data Capture (CDC) on Oracle databases and other VA data sources such as Microsoft and Cloud Service Provider-managed databases. The solution must also support infinite data retention.
BIP requires support for infinite data retention on data streams so that a historical view of the data is available to understand what has changed and triggers business logic
