About this file
This document is a justification for a sole source award under the Simplified Acquisition Procedures for an emergency COVID-19 response at the Jonathan M. Wainwright Memorial VA Medical Center. The Medical Center requires HDT shelter systems and accessories from BMK Ventures for an estimated $328,025. The shelters and equipment are needed on an urgent basis to ensure the safety of veterans, employees, and the surrounding community during the COVID-19 pandemic. Due to the unusual and compelling urgency of the requirement as it relates to the pandemic response, full and open competition was not feasible. Limited market research identified BMK Ventures as able to meet the requirement as a registered vendor in the System for Award Management. The justification was approved and contract 36C26020P0726 was awarded to BMK Ventures on June 10, 2020 to fulfill this urgent COVID-19 response need.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: JMWVAMC has an urgent need for a shelter system in response to the global pandemic COVID-19. This equipment is of vital need to ensure that the safety of; Veterans, employees, and the surrounding community is maintained. IAW FAR 6.302-2(a)(2) there is an unusual and compelling urgency for this requirement, which precludes it from competition.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was limited as this requirement was submitted as an emergency acquisition in support of COVID-19. The end-user was able to discover a SDVOSB who is capable and registered in SAM & VIP as a source of this requirement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the
S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
