1. Contracting Activity: Department of Veterans Affairs, VISN 22, VA Long Beach Healthcare System

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The purpose of this requirement is to initiate a new contract to replace expired and end-of-life manometry catheters.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The ManoScan ESO System is proprietary, as confirmed in the letter from Medtronic. ManoScan ESO Z module and catheter provide circumferential assessment of bolus movement as well as physiological mapping of esophageal motor function. Currently, VA Long Beach utilizes the ManoScan System in the Gastroenterology department. To ensure full compatibility and seamless integration, only genuine ManoScan parts are suitable for use within the system. Substituting non-brand or aftermarket parts introduces a higher risk of incompatibility, including improper fit, misalignment, or premature wear, which can compromise system performance, reliability and safety. Moreover, using non-ManoScan components could void manufacturer warranties and limit technical support, while also creating potential liability and maintenance issues. To avoid operational disruptions, additional repair costs, and system downtime, the use of original ManoScan brand name parts is required. This ensures that the ManoScan System continues to function as designed, maintains manufacturer support, and ensure avoidable issues associated with incompatible components does not occur.
4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted through FPDS and Dynamic Small Business Search tool. Covidien Sales LLC, a wholly owned subsidiary of Medtronic and commonly used as its legal and distribution entity.
An RFI was posted to SAM.gov from 4/23/2026- 5/5/2026 and 2 SDVOSB responses were received; both from confirmed authorized distributors.

There are three authorized SDVOSB distributors, as confirmed by Medtronic. This justification and approval has been prepared in accordance with FAR 13.106-1(b), FAR 13.106-3(b), VAAR 811.104-71, and VAAR 819.7007 to support a brand name only acquisition set aside for SDVOSBs under the Simplified Acquisition Procedures.
