About this file

This is a Sole Source Justification document for a non-personal services contract for registered nursing services at the Michael E. DeBakey VA Medical Center in Houston, Texas. The Department of Veterans Affairs will award a sole source fixed-price contract to Titan-Auxo, LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB), for $506,976.97 to provide 35 full-time registered nurses across multiple hospital units from July 1-31, 2025. The emergency one-month contract is justified by the urgent need to ensure uninterrupted nursing services, with the current task order contract expiring on June 30, 2025, and a long-term competitive contract still being developed.

The justification emphasizes the critical nature of maintaining continuous patient care, noting that any delay or interruption could adversely affect patient safety. The sole source award is based on the unusual and compelling urgency of the requirement, with the current contractor being deemed the only capable provider who can immediately meet the staffing needs with appropriately trained and credentialed nursing personnel. The Contracting Officer has conducted market research and an informal price analysis, determining the proposed pricing to be fair and reasonable when compared to the Independent Government Cost Estimate and commercial market rates.
