About this file

This is a Justification and Approval (J&A) document for a sole-source contract award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) under VAAR 819.7008.

The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8) in Tampa, Florida, is awarding a sole-source, firm-fixed-price contract for emergency remediation construction services at the C.W. Bill Young VA Medical Center in Bay Pines, Florida. The project, valued at $285,794.50, involves restoration of Building 37 following a pipe burst and flooding incident that occurred on August 23, 2026. Required services include infection control precautions and containment measures, wet carpet removal, removal of water-damaged ceiling tiles, placement of drying equipment, flood cut of saturated drywall, and furniture handling. The period of performance runs from August 25, 2026 to October 26, 2026. The contracting officer, Stacy Figlinski, justified the sole-source approach based on unusual and compelling urgency, as immediate remediation is necessary to prevent further property damage, microbial growth, and environmental destabilization. The contractor's SDVOSB status has been or will be verified through the SBA VetCert system. Price reasonableness will be established through technical review of the contractor's proposal and an Independent Government Cost Estimate. The acquisition will be synopsized in accordance with FAR Part 5, and follow-on construction work will be competed through the agency's Job Order Contract.
