JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1
(OVER MICRO-PURCHASE THRESHOLD($10K) BUT NOT EXCEEDING THE SAT ($250K))
IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase.
1. PURCHASE REQUEST OR REQUISITION NUMBER:
127-22-2-5138-0006
1A. PROJECT/TASK NUMBER
None
1B. ESTIMATED AMOUNT:
$ 30.000.00
2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Innovator’s Network (iNET) has a requirement for industrial engineering services to further design and manufacture a minimum of five (5) functioning Drop Ease devices, a lever-based system to assist with dispensing of one singular eye drop for Veterans with impaired vision and limited/reduced strength and or manual dexterity, prototypes using human centered design principles. The successful production of these prototypes will also require a contractor within proximity of the Cincinnati VA Medical Center, 3200 Vine St, Cincinnati, OH 45220, given the need for the Innovation Specialist to physically manipulate the device, provide feedback, and continue iterations. The goal of this project is to produce additional Drop Ease (alpha) prototypes to solicit voice of customer (VOC) feedback and to use that feedback to develop a second round of refined (beta) prototypes. The outputs of the project will include alpha prototypes for evaluation by VA stand beta prototypes, based on feedback from that design, that can be evaluated by target VA users. T
The contractor shall provide:
· ALPHA PROTOTYPING (5) (Additive Manufacturing (AM) Prototype Management: Prototype Assembly/Shipping) To support VOC feedback from VA clinicians, the contractor shall print and assemble five (5) additional working prototypes of the alpha device produced during the previous body of work. Each prototype shall be produced using a combination of rapid prototype (RP) and purchased components. The deliverables of this task shall be five (5) working prototypes of the alpha design. Prototypes shall be produced using additive processes (e.g. FDM, SLA). Rapid prototype (RP) components shall not reflect the durability of a molded, production device.
· 3D Computer Assisted Drafting (CAD) REFINEMENT (Prototype Feedback; Prototype Refinement; Prototype Production & Testing; Tooling Development (as needed]) The contractor shall make improvements to the 3D CAD based on the formal (or anecdotal) feedback of the previous phase. This phase shall include additional modifications to facilitate testing by users. These may necessitate additional prototyping costs associated with the production of large numbers of devices or the use of user-safe materials. The output of this phase shall be a refined 3D CAD model of the beta device.
BETA PROTOTYPING (5) (Prototype Management, Prototype Production and Testing; Prototype Refinement; Tooling Development (as needed). To support VOC feedback from VA users, P&T shall facilitate the production of five (5) user-testable beta versions of the device. These beta designs shall be constructed using materials that are succulently safe and durable for user testing. The output of this task shall be a minimum of five (5) working prototypes of the beta design. Prototypes shall be produced using RP methods where possible, but other methods (e.g. urethane casting, injection molding) may be necessary to realize a user testable design.
3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED:
P&T is a lean product innovation, design and development firm focused on making product design and engineering services available — and affordable — for inventors, startups and other lean organizations. P&T is located in Cincinnati, OH, and provides ideation, innovation, concept design, 3D CAD development, design-for-manufacturing and prototyping. The contractor’s expertise includes consumer products, packaging and medical device design with particular expertise in the rapid production of minimum viable products (MVPs) and designed-for-manufacturing (DFM) product embodiments. The Government requires a contractor with these capabilities in the proximity of the Cincinnati, OH.
4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES:
Based on an analysis of market research,as outlined in the Market Research Memorandum, Pixel and Timber LLC is considered the sole source to provide the Industrial Engineering services required by VHA iNET. Unlike any other contractor in the commercial marketplace, P&T is the only source capable of delivering the combination of human centered factors, photorealistic 3D renderings, desing-for-manufacturing (DFM) and fabrication within the geographical location required.
5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED:
Market Research was conducted This effort did not yield any additional sources that can meet the Government’s requirements, and there is no competition anticipated for this acquisition. A notice will be publicized as required by Subpart 5.2.
