About this file

This document is a Sole Source Justification Template for the Department of Veterans Affairs (VA), justifying a sole source procurement under FAR 13.5 Simplified Acquisition Procedures. The VA's Lancaster CMOP (Central Mail Out Pharmacy) requires the removal of 400 old IPD (Integrated Pharmacy Dispensing) tablet dispensers, including associated equipment like mezzanine, labelers, pharmacy verification station, and related electrical, air, and communications infrastructure. The sole source contract will be awarded to QMSI, the original software developer, due to their unique knowledge of the existing pharmacy operating control system and specialized "Think and Do" software.

The procurement is scheduled for October 15 through November 15, 2025, with an effective date of October 1, 2025. QMSI was selected because they developed the original system 20 years ago, have passed tier-one TSA background checks, and possess extensive understanding of the VA's internal processes. The contract will involve removing old equipment to make space for new auto packers, while ensuring minimal risk of software system disruption. The solicitation (36C77026P0012_1) is classified as a Limited/Sole Source Justification under Veterans Health Administration Veterans Integrated Service Network 15, with the contract being awarded on October 3, 2025.

Description of Supplies/Services Required to Meet the Agency’s Needs:

This service is for the removal of old equipment that is integrated into our current Pharmacy Operating Controls. This system controls the entire pharmacy operation and tracks all orders in real time. The equipment that will be removed is the old IPD Tablet dispensers. There are 400 dispensers, an old mezzanine, labelers pharmacy verification station, a caper, sealers and associated electrical, air, and communications. This will free up room for additional new equipment. In addition, the contractor will run power, air, and communications to new Auto packers that will be installed in the facility.

Since the equipment is installed with existing equipment that will remain, it will be imperative for the contractor to have extensive knowledge of our current system.

POP start October 15 through November 15, 2025.

Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

QMSI, the vendor that will be sole sourced, was the original software developers when the system was first installed 20 years ago. They have detailed knowledge of our systems and have been vetted through our tier one TSA background checks plus have access to the VA systems. With the amount of equipment removed and the possibility of cascading software crashes that would result in system failure due to this removal; the CMOP feels that it is in the VA’s and the Veterans best interest to sole source to the most experienced and knowledgeable company of our internal processes and software. The vendor also has extensive background in the Think and Do software that bridges the POS and the remote I/O. This software is a one-off software that is not supported by a major manufacture and as such is a niche software that many have no knowledge of.

5.

Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
