2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This proposed action will consist of issuing a sole source award to e3 MSR West, Inc. for calibration and maintenance of audiology equipment located at the VA Pacific Islands Health Care System (VAPIHCS) and American Samoa Community Based Outpatient Clinic (CBOC).

The estimated value of the proposed action is $124,233.78, which includes a base with four (4) option years.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

E3 MSR West, Inc. is the only company authorized to maintain, calibrate, and repair Audioscan, Interacoustics, and recommended, authorized service provider for Grason Stadler products. See attached proprietary letters from e3 MSR West, Inc.

4. Description of market research conducted and results or statement why it was not conducted:

A search was conducted on VetBiz utilizing NAICS code 811219, using keywords “Audiology Calibration” and identified 154 SDVOSBs and VOSBs vendors. e3 MSR West, Inc. was not among these companies.

Conducted market research on GSA e Library and GSA Advantage and it revealed three Government Contracts for audiology services, but none with e3 MSR West, Inc.

Additionally, contract VA261 15 P 2711 is for an identical requirement with e3 MSR West, Inc. and awarded on a sole source basis.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
