About this file
This document is a Justification for Other Than Full and Open Competition for the procurement of preventative maintenance, support and repairs for the existing brand name LENEL OnGuard Physical Access Control System (PACS) at the Department of Veterans Affairs (VA) Albany OIT Office.
The VA is proposing to award a new sole-source firm-fixed-price contract to Securitas Technology Corporation for a base period of 12 months with four 12-month option periods. The total estimated value of the contract, including options, is provided. The VA cites the statutory authority of 41 U.S.C.253(c)(1) as the basis for the sole-source award, as Securitas is the only responsible source that can provide the necessary software updates, maintenance, and certified technicians to support the existing PACS infrastructure and functionality. The current PACS system components are in need of repair and software/firmware updates, and only Lenel or its authorized reseller can provide the required support.

4. Authority: The statutory authority permitting other than full and open competition is 41 U.S.C.253(c) (1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
5. Rationale Supporting Use of Authority Cited Above: Based on market research, as described in section 8 of this document, it has been determined that the proposed source is Securitas Technology Corporation (Securitas) 3800 Tabs Drive, Uniontown, OH 44685. Only Lenel or its authorized reseller can provide the necessary software updates because of the propriety source code required to develop and implement software updates. Lenel also requires that service technicians who work on its equipment must be certified by Lenel, otherwise it would remove any warranty that exists and will not
