About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a sole source award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) for courier services.

The Department of Veterans Affairs (VA) Portland Healthcare System (VAPORHCS) requires a new firm fixed price bridge contract for six months of courier services to transport laboratory specimens, patient records, VA mail, medical supplies, pharmaceuticals, linen, and regulated medical waste between the Portland and Vancouver VA Medical Centers and ten community-based outpatient clinics. The total estimated value of the contract is $410,000 for the period of performance from April 1, 2024 to September 30, 2024. The justification cites the statutory authority under 41 USC 3304(a)(5) and 38 U.S. Code 8127(c) to award this sole source contract. The J&A indicates that several SDVOSB vendors have expressed interest in providing these services.
