About this file
This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs, Network Contracting Office 17, on behalf of the Central Texas Veterans Health Care System (CTVHCS) located in Temple, Texas.
CTVHCS requires emergency repair services for 60 leaking steam traps located in buildings 91 and 4, with 30 steam traps to be installed in each building. The contractor must also install two government-provided condensate return pumps, one in each building. The estimated contract value is $150,000.00. The contracting officer justifies the single source award to CSP Utilities LLC, a small business, based on the contractor's readiness, capabilities, and resources to meet the emergency requirement within the accelerated mobilization period. While the work could theoretically be performed by most commercial and industrial plumbing companies, the justification emphasizes that not all such companies possess the experience necessary to work with the 100-year-old Waco facility or can satisfy the required timeline. Limited market research was conducted under simplified acquisition procedures and determined CSP Utilities LLC as the sole capable source. The purchase was approved on April 24, 2026, by Contracting Officer Jose Campa in accordance with FAR 12.102 for acquisitions over the micro-purchase threshold but not exceeding the simplified acquisition threshold.
