About this file

This document is a Justification for Single Source Awards under FAR 13.106-1, submitted by the Department of Veterans Affairs, VISN 10, Fort Wayne Medical Center for the procurement of Savaria (Handicare) brand replacement parts for patient lift systems.

The Fort Wayne VA Medical Center is requesting replacement lifting motors and accessories for ceiling-mounted Savaria patient lift systems installed on the 4th floor, with an estimated contract value of $179,327.79 to be awarded as a firm fixed price contract. The procurement includes 22 M-CLIN 2F 272KG lift motors with associated decals, charger holders, screws, carry base assemblies, and installation labor; 4 M-BARRI 4F 454KG lift motors with similar components; 1 additional M-BARI 4F 454 DHU motor; extended warranty coverage for 27 units; and freight. The justification cites patient safety as the primary reason for single source procurement, noting that incompatibility between lifts and existing rail systems could cause power supply mismatches, charging failures, fit incompatibility, and maintenance issues. The contracting officer determined that replacing only the lift motors is more cost-effective than the alternative of replacing entire lift systems in all 28 rooms, estimated at $677,740.00 or $24,205.00 per room.

Market research identified the original equipment manufacturer as Savaria (Handicare-lifts) USA Inc and located three authorized SDVOSB distributors: Fidelis Sustainability Distribution LLC in Nevada, Veterans Healthcare Supply Solutions Inc in Florida, and Progressive X-Ray Inc in Florida. The Contracting Officer, Shelton Beasley, certified approval of the single source purchase on July 15, 2026.

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Fort Wayne

Medical Center: 610-26-3-279-0115

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This procurement is for Savaria (Handicare) brand name only replacement parts for Patient Lifts in accordance with FAR 13.106-1(b) Soliciting From a Single Source, specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. This will be an award of a new firm fixed price contract.

Estimated amount: $179,327.79

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Fort Wayne VA Medical Center is requesting replacement lifting motors/accessories of the ceiling- mounted Savaria (HandiCare) patient lift systems installed in 4th floor rooms of the Medical Center. The current lift motors are well past life cycle, replacements parts for the motors are hard to find, and the patient lift system is a critical infrastructure for the hospital.

The original equipment manufacturer (OEM) of the existing Patient Lift system is Savaria (Handicare). Replacement motors must be compatible with the existing ceiling-mounted rail system.

Incompatibility between lifts and rail systems can cause patient safety issues including power supply mismatches, charging system failures, fit combability, incompatibilities in the switch track or gate https://www.acquisition.gov/?q=/browse/far/13

Revision: 02 Effective Date: 12/30/2025 Page 2 of 2 Acquisition ID#: 36C250-26-AP-1997 system, lift controller incompatibility, and maintenance issues. Lift rail system manufacturers that have mismatched manufacturer compatibility generally disclaim responsibility or liability to the VA organizations. While some companies such as Arjo, Hill-Rom, Guldmann, SureHands, MedMart, Lifeway Mobility, etc. might meet clinical requirements, they do not meet the rail to lift compatibility requirements. For patient safety, the replacement parts for the existing patient lifts at the Medical Center must be manufactured by the OEM of the lifts. The alternative would be to compete a requirement for replacement of the entire lift systems in each room. The estimate for a project consisting of installing new ceiling-mounted patient lift systems in rooms that previously did not have these systems in place is $677,740.00, or $24205.00 per room. This does not include the cost of the additional labor required to remove the old equipment from the ceilings. Replacement of only the lift motors in the 28 rooms is the more cost-effective choice for the Government.

4. Description of market research conducted and results or statement why it was not conducted:

The original equipment manufacturer (OEM) for this requirement is Savaria (Handicare-lifts) USA Inc [UGUHSRKNQZH8] who is considered an Other Than Small Business (OTSB) per System for Award Management (Sam.gov) Reps & Certs. A Veteran Small Business Certification (VetCert) search to identify verified capable SDVOSBs and VOSBs, under NAICS 339112 identified nine (9) SDVOSB and VOSB vendors. The keywords “Patient Lifts” were used. Using SBA’s Dynamic Small Business Search with NAICS 339112 and keywords “Patient Lifts” identified zero (0) vendors. A search in the NAC MedSurg Catalog identified one hundred and three (103) Patient Lifts but none for the OEM Savaria.

GSA was searched, returned one (1) vendor Joerns Healthcare LLC who is an OTSB. The Contract Specialist reached out to the OEM to identify Authorized Distributors. The OEM identified three (3) SDVOSBs that are authorized to distribute to the Department of Veteran Affairs.
