About this file
This is a Single Source Justification document for a federal contract award under simplified acquisition procedures for amounts exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Department of Veterans Affairs, VHA Regional Procurement Office-West Network, through the VA Greater Los Angeles Healthcare System (VAGLAHS) Community Base Care Services, is procuring Suicide Prevention & Intervention (SP&I) training services from Didi Hirsch for an estimated amount of $7,380.00. The acquisition is identified as PR# 691-26-4-2971-0012 with Acquisition Plan Action ID 36C262-26-AP-8482. The contractor must deliver 41 virtual on-demand training sessions, pre-recorded as needed, to strengthen clinical staff capabilities across the continuum of care for CERS programs serving homeless veterans with complex mental health, medical, and psychosocial needs. Required deliverables include CEU credit and certificates of completion for each participant, attendance logs and continuing education documentation suitable for multi-state licensure requirements, and interactive, experiential, and discussion-based learning approaches with flexible scheduling aligned to CERS operational needs. Market research involving review of multiple CE providers, professional associations, academic institutions, and commercial training platforms determined that Didi Hirsch is the only provider satisfying all clinical, regulatory, multi-state accreditation, and operational requirements essential to the CERS mission. The Contracting Officer, David Odne, certified the justification on August 17, 2026, approving the purchase in accordance with RFO 6.103-1(c)(1).
