About this file
This is a Justification for Single Source Award (J&A) submitted by the Department of Veterans Affairs, VISN 12, Jesse Brown Medical Center, for a security access control system upgrade valued at $41,500. The acquisition plan action ID is 36C252-26-AP-1015, and the transaction number is 537-26-3-6952-0019. The contracting officer is Stacy G. Hoover, and the Contracting Officer Representative is Julio Ramirez-Hernandez.
The justification documents a transition from the existing Lenell OnGuard security card access control system to an Avigilon-based security access control system that will integrate cameras, card access readers, and electric door strikes. The government determined that only Avigilon's proprietary software and connections are compatible with the existing security infrastructure, as alternative systems would require additional software patches and third-party monitoring, creating unacceptable security risks. From a maintenance perspective, only Avigilon-authorized contractors can service the equipment. Market research conducted by the Contracting Officer Representative in accordance with FAR Part 10 identified three Avigilon-authorized vendors within the Chicago area and confirmed that multiple existing Veterans Affairs projects (537-19-403 and 537-19-125) use Avigilon branded devices and software. The purchase is approved in accordance with FAR 13.106-1(b) for an acquisition over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold of $250,000.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252-26-AP-1015
1. Contracting Activity: Department of Veterans Affairs, VISN 12, Jesse Brown
Medical Center, transaction number 537-26-3-6952-0019.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The original scope of work included a Justification and Approval (J&A) for the security card access control system using Lenell OnGuard.
This system no longer meets station needs due to an expansion in security components, prompting a transition to Avigilon. The statement of work language within Part 6, Paragraph 13, Section D regarding the security card access control system is being modified to transition the manufacturer's specification from Lenell OnGuard to Avigilon. The term "Security Card Access Control" has been updated to "Security Access Control" to encompass additional security components. The new specification includes "cameras" along with card access readers and electric door strikes, whereas the old specification only mentioned card access readers and electric door strikes. This change reflects the integration of cameras and card readers as part of the same security system. An estimate of the work required totals $41,500.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Only Avigilon's proprietary software and connections are compatible with our existing security infrastructure.
Other systems would require additional software patches and third-party monitoring to maintain update continuity when the parent software updates, posing unacceptable security risks. From a maintenance standpoint, only Avigilon-authorized contractors can service the equipment, simplifying maintenance and avoiding the need for additional service contracts.
4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by the COR. Existing projects addressing security features were reviewed and found to be using Aviligon branded devicies and software. Further review of existing projects (537-19-403, and 537-19-
125) confirmed that there are multiple licensed, authorized, contractors that can preform the work. Simple internet research indicated three (3) Avilgion authorized vendors within the Chicago area. Market research was conducted in accordance with FAR Part 10.
