DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C260-22-AP-1665
1. Contracting Activity: Department of Veterans Affairs, VISN 20, Contracting Office, located at 1495
Wimington Drive, STE 360, DuPont, WA 98387. Prchase Request Number: 116-22-2-4239-0087.
These services will be located at the Tibor Rubin Medical Center, Long Beach Medical Center, 5901 East 7th Street, Long Beach, CA 90822.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The proposed action is a brand name only requirement for a firm-fixed price contract for a base year and four one (1) year options for upgrades, maintenance and support on the SCLIntra Barcode Tracking System installed at the Long Beach VAMC. The proposed cost is for $97,500.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The proposed action is for a contractor to provide upgrades, maintenance and support to the existing SCLIntra Barcode Tracking System installed at the Long Beach VAMC.
This system provides bardode tracking for warehouse packages, mailroom packages, supplies, and inventory in material management. This will provide upgrades to hardware and Express Depot equipment replacement, software database and support. The current system has been installed at the Long Beach VAMC for several years. SCLintra is a proprieteary system of hardware and software which includes hand-held barcode scanners, label printers, mobile computers, etc. Upgrading the current system is much more cost effective than installing a completely new system that would entail new equipment, software, training and migrating the current data base to a new system which would cause disruptions to supply chain management.
4. Description of market research conducted and results or statement why it was not conducted:
Market research shows there is one one small business manufacuter, SCLogic, of this system. The manufacturer authorizes 1 SDVOSB and 1 WOSB as distributors. Based on these findings recommend open market small business set-aside.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
