About this file
This is a Justification for Single Source Award document for a federal acquisition under the micro-purchase threshold but not exceeding the simplified acquisition threshold. The Department of Veterans Affairs, VISN 01, West Haven Medical Center, is acquiring the Capintec-Mirion 5430-3136 CAPRAC-t Touch Screen Wipe Test/Well Counter for its Nuclear Medicine Department. The equipment is required for routine wipe testing and sample measurement to maintain compliance with NRC/VA safety and quality standards and will operate in conjunction with the existing Capintec CRC-55tR Dose Calibrator and Nuclear Medicine Information System (NMIS).
The justification establishes that only the CAPRAC-t Touch Screen Well Counter can fulfill the technical, operational, and regulatory requirements due to its unique compatibility with the existing Mirion Capintec dose calibrator and NMIS system. Alternative models are industrial-grade instruments incompatible with the department's footprint, workflow, data integration, and support requirements. Market research was conducted through SBA, SCMC, Sam.gov, GSA, and AddsUp searches, which identified only two small business distributors (SDVOSBs DGA Medical and 1st American Medical Distributors) as potential vendors. Contact with OEM Capintec Distributor and Direct Sales Account Manager Danetta Toney confirmed Capintec as the sole manufacturer. A sole proprietor letter from Capintec dated July 28, 2026, confirms exclusive development, manufacturing, and distribution rights. The Contracting Officer, Manases Cabrera, approved the purchase and certified the justification as accurate and complete on July 29, 2026.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C241-26-AP-4068
1. Contracting Activity: Department of Veterans Affairs, VISN 01, West Haven Medical Center, 950 Campbell Avenue, West Haven, CT 06516.
2237: 689-26-4-7821-0203
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Nuclear Medicine Department at VA Connecticut Healthcare System (VACT) requires the Capintec - Mirion 5430-3136 CAPRAC-t Touch Screen Wipe Test/Well Counter for routine wipe testing and sample measurement.
This well counter is essential for compliance with NRC/VA safety and quality standards and is intended to be used in conjunction with already-existing Capintec™ CRC-55tR Dose Calibrator and the Nuclear Medicine Information System (NMIS). The CAPRAC-t provides precise, compliant measurement capability, ensures seamless interoperability with current equipment and software, and supports efficient, regulatory-compliant workflows within the department.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The CAPRAC-t Touch Screen Wipe Test/Well Counter is uniquely compatible with the VACT’s existing Mirion Capintec™ CRC-55tR Dose Calibrator and NMIS. Both the dose calibrator and well counter originate from the same manufacturer, ensuring seamless interoperability in calibration, data exchange, maintenance, support, and reporting procedures. The NMIS system has robust integration with Capintec solutions, and replacing the well counter with a model from any other manufacturer would require substantial revisions to interfacing, data transfer, SOPs, and staff retraining. Alternative models on the market are primarily industrial-grade instruments that do not fit the footprint, workflow, data integration, or support model required by our nuclear medicine operations. Thus, only the Capintec - Mirion CAPRAC-t Touch Screen Well Counter can meet our technical, operational, and regulatory requirements without creating significant operational risk, workflow disruption, and additional cost.

Description of market research conducted and results or statement why it was not conducted: SBA was searched with NAICS 334517 and keyword Capintec and no results were displayed. A search on SCMC was done for each item and yielded no results. Sam.gov was searched with 334517 and PSC 6665, two SDVOSBs resulted. GSA was then searched with item name and 0 results were displayed.
AddsUp was also searched for line items and SDVOSBs were identified as potential vendors of the items searched. Contact was made with OEM Capintec Distributor & Direct Sales Account Manager, Ms. Danetta Toney. Ms. Toney stated they were the sole manufacturer of the requested items and there were only two small business distributors, SDVOSBs DGA Medical and 1st American Medical Distributors.
