VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-22-AP-3156

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA Medical Center, 100

Emancipation Drive Hampton VA 23667 Purchase Request Number: 658-22-2-537-0331

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Salem VAMC is in need of an upgrade to their HP Advanced Workstations for diagnostic reading along with remote regulatory validation services.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

By purchasing workstations from Change Healthcare, their implementation team will be responsible for the staging and deployment of the workstations. Once they are on the VA network, on the CHC VLAN and in productive use, the CHC support team will be responsible for the hardware and CHC PACS software while under warranty/maintenance (Salem currently has a service/maintenance contract with CHC). Change Healthcare support will have remote access to the workstations to assist with troubleshooting. If workstations are purchased from a vendor other than CHC, it will be the responsibility of the facility to stage, deploy, and maintain the workstations. Additionally, Change Healthcare will not have access to the workstations for troubleshooting since the workstations will not be on the CHC VLAN. Not having access to the PACS workstations may delay troubleshooting of PACS software complaints. Change Healthcare will not allow other vendors to provide their validation services or place the workstations on the CHC VLAN, therefore providing the sole-source justification for this procurement. CHC is the only vendor to provide this solution combination for deployment, and regulatory compliance validation. Therefore, the CHC workstation configuration cannot be outsourced, or this hardware cannot be placed on the CHC PACS VLAN.

4. Description of market research conducted and results or statement why it was not conducted:

Market research began by issuing a sources sought from 3/25/22 thru 3/31/22 to find interested vendors. Several vendors reached out showing interest in the requirement, but market research indicated that none of those vendors would be able to provide the items due to CHC’s VLAN and current service/maintenance agreement with the Salem VAMC. All required sources were checked (NAC, SAC, GSA, etc), but none produced any qualified vendors.
