About this file

This Limited Sources Justification document is for the Department of Veterans Affairs, Bedford VA Healthcare System, seeking to procure 57 Stryker ProCuity LEX Pack (X=Wireless) hospital beds with IsoTour Premium for an estimated value of $883,500.00. The procurement will be conducted through the VA Northeastern Consortium (VANEC) Hospital Bed Blanket Purchase Agreement using Federal Supply Schedule (FSS) contract 36F79721D0021 with Stryker Corporation.

The justification highlights the Stryker beds' unique features, including a low 11.5-inch entry/exit height, integrated extension system, advanced clinical workflow capabilities, and specialized safety technologies. Key benefits include fall prevention, multi-point scaling, continuous monitoring, compatibility with nurse call and Vocera communication systems, and accommodations for diverse patient needs such as taller patients and those with mobility challenges. The VA conducted market research and determined that Stryker products are the only ones meeting their specific requirements, justifying a limited source selection under FAR 8.405-6 provisions.

FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:

FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;

FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.

FAR 8.405-6(b): Items peculiar to one manufacturer:

A patent, copyright or proprietary data limits competition. The proprietary data is:

These are “direct replacements” parts/components for existing equipment.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.

Bedford VAMC requires a bed system that will successfully cross multiple care environments:

long term care, mental health, and geriatrics. In review of the various solutions available on the healthcare bed BPA’s available at the VANEC, the clinical team found multiple aspects of the Stryker system warranted limited source selection:

• The Bed selected offer a low enough entry/exit (11.5 inches) that it can be used for both fall risk, and non-fall risk patients.

• The bed selected also offers an integrated extension system. This system accommodates several key clinical workflow considerations: taller patients, ability to transport equipment with the patient without separate carts, and the ability to integrate with specialty care surface(s). Each of these improves both comfort as well as patient and staff safety.

• The surface selected offers several unique features, in conjunction with the above noted extension, it will dramatically reduce our need for specialty care mattress rentals.

Specifically, the mattress will support most of our current population and with the procurement of an associated pump system it should be able to cover >90% of our specialty surface needs as well. This capability alone will save tens of thousands of dollars in currently incurred rental costs annually.

• Bedford VAMC is an alarm free facility. While Vocera integration is available on multiple beds, the addition of a multi-point scale, in conjunction with continuous monitoring, https://www.acquisition.gov/far/part-8#FAR_8_405_6

VHAPG Part 808.405-6 Limiting Sources Page 3 of 5 Revision: 01 Effective Date: 09/01/2024 Acquisition ID#: 36C241-25-AP-5436 improves both the safety and accuracy of the alerts transmitted to nursing staff, thereby reducing false alerts which in turn strengthen compliance with alerts and improves patient safety.

(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:

GSA has already determined the prices of supplies and services under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing. Since these beds are offered on a VA FSS schedule, the NAC determined price reasonableness, and the publicized prices are Firm-Fixed.

Nevertheless, IAW FAR 8.405-4, the Contracting Officer requested a price reduction.

(6) Describe the Market Research Conducted:

The Veterans First (Rule of Two) was considered and applied for the VA Northeas Consortium (VANEC) Hopsital Bed BPA. Market research was conducted by reviewing the BPA award documents, price lists, and product brochures of the Multi-VISN Multiple Award BPA awardees. The Stryker products are the only ones that can meet the requirements at the level required by the VA.

(7) Any Other Facts Supporting the Justification:

With advanced technologies, this system will help reduce patient falls and provide a safer operating environment for our clinical staff.

(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:

• The new ProCuity LEX Pack (X=Wireless) w/IsoTour Premium beds is replacing existing Hill Rom and Stryker beds, integrating with nurse call systems, Vocera hardware to enhance communication, including immediate alerts when Veterans exit the bed. These beds will interface with the Vocera system and bed board to ensure accurate bed assignments, alarm management, and real-time staff notifications, reducing fall risks.

They feature built-in accurate scales for monitoring fluid gain in Veterans with CHF exacerbation, a self-contained bed extender for Veterans over six feet, and a motion-activated under-bed light, which is especially important since our Veteran rooms only have lights that need manual activation. This feature benefits Veterans with dexterity or cognitive challenges. With a 550-pound capacity and side-to-side rotation, these beds improve mobility assistance, eliminate the need for bariatric beds, and provide a versatile, safe, and accommodating environment tailored to our Veterans’ diverse needs.

Recognizing that advancements in bedside fall prevention have been limited until now, the Bedford VA continues to direct the fall champion task force to continually monitor emerging technologies and best practices in healthcare safety. For future acquisitions, we will actively seek out the latest technological innovations, such as beds with integrated fall prevention features,real-time alerts, and enhanced safety mechanisms, to support the goal of creating a fall-free zone for Veterans. Additionally, fostering partnerships with industry leaders and investing in pilot programs could help overcome previous barriers and ensure that cutting-edge solutions inform procurement decisions.

(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
