Summary of Justification for Limiting Sources

This is a Justification for Limiting Sources (LSJ) document for a brand-name-only procurement by the Department of Veterans Affairs, Network Contracting Office 21, supporting VA Southern Nevada Healthcare System (VASNHS).

The VA is procuring WyEast Vista Non-Powered Stand Aid (Model 51871) with an estimated value of $163,064.00 through FSS Contract Number 36F79722D0016. The acquisition will be ordered against two proposed contractors: Wy'East Medical Corporation (Small Business) located in Clackamas, OR, and Veterans Healthcare Supply Solutions (SDVOSB) located in Jacksonville, FL. The Vista Non-Powered Stand Aid is a manual, sit-to-stand patient transfer device that enables caregivers to safely assist partially weight-bearing patients during transfers between beds, chairs, wheelchairs, and commodes. The device reduces manual lifting by caregivers, promotes patient participation in transfers, and enhances safety and mobility across clinical settings. The justification cites the device's pneumatic assist function, adjustable supports, and multi-configuration seat pads as providing unique capabilities not available in aging alternative systems like QUICKMOVE. The procurement is authorized under the Multiple Award Schedule Program and implemented per GSAM 538.7104-3(a). As the estimated value exceeds $25,000, this documentation will be posted along with the RFQ on e-Buy as required by GSAM 538.7104-4.

The VA Southern Nevada Healthcare System (VASNHCS) is requesting procurement of the WyEast Vista Non-Powered Stand Aid. The Vista Non-Powered Stand Aid (Model 51871) is a manual, sit-to-stand patient transfer device manufactured by Wy'East Medical Corporation. A non-powered stand-assist device (sometimes called sit-to-stand or stand-assist aid) that enables caregivers to help partially weight-bearing patients stand or transfer safely between beds, chairs, wheelchairs, and commodes. This durable, easy-to-operate stand aid reduces

VHAPG Part 808.405-6 Limiting Sources Page 2 of 2 Revision: 02 Effective Date: 03/02/2026 Acquisition ID#: 36C261-26-AP-4578 manual lifting by caregivers and promotes patient participation in transfers, enhancing safety and mobility across clinical settings.

4. Authority:

Order Against FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by 538.7104-3(a).

5. Rationale/explanation to support cited authority:

The Wy’East Vista Non-Powered Stand Aid provides unique capabilities required for safe patient mobility and effective clinical workflows. It supports partially weight-bearing patients during transfers, enables rehabilitation activities, and helps prevent caregiver injury by reducing manual lifting.

Failure to procure this specific stand aid may lead to:

• Increased risk to patient safety due to use of outdated or unreliable equipment.

• Greater operational inefficiencies, impacting care delivery and workflow.

• Potential non-compliance with VA directives, risking accreditation, funding, or reimbursement.

• Restricted patient access to treatment areas, reducing quality of care for veterans.

The Vista device’s pneumatic assist function, adjustable supports, and multi-configuration seat pads offer performance not met by the aging QUICKMOVE system or other available stand aids. Its modern design ensures adherence to best-practice standards and supports early mobility protocols essential for veteran rehabilitation.

This brand-name product is the only device that satisfies the Medical Center’s clinical, safety, and regulatory requirements.

6. BRAND NAME ONLY: This buy is estimated to exceed $25,000 and this documentation will be posted along with the RFQ on e-Buy, as required by GSAM 538.7104-4.

7. Note that this determination satisfies the requirements of RFO 8.401(b) and GSAM 538.7104-3. The requirement to prepare a written justification IAW RFO 6.103 does not apply to Federal Supply Schedules.
