1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 6, on behalf of Durham VA Medical Center (VAMC); PR/2237 # 558-21-4-865-0129.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Durham VAMC Mental Illness Research Education Clinical Center (MIRECC) is seeking a gross pathology camera system with installation. This camera system will allow the MIRECC to take high-quality photographs and video to be captured of human specimens. The documented human brain and tissue samples will provide the MIRECC with a more accurate neuropathological diagnosis and dissections. Estimated contract value: Base Year $27,627.00, Option Year (OY) 1 $2,457.00, OY 2 $2,457.00, OY 3 $2,457.00, OY 4 $2,457.00, total including all option years $37,455.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Spot Imaging PathStand system is the only product that has a glass box stand that eliminates shadow effects on the specimens being examined. The shadow reduction allows for greater specimen clarity/resolution, which aids in utilizing the specimen for experiments as well as providing high-quality images for research publication. This unique feature sets it apart from other gross pathology camera systems.

4. Description of market research conducted and results or statement why it was not conducted:

The follow market research was conducted for Durham VAMC:

a. Products were not available via VA inventories including the VA supply stock program and VA excess, excess from other agencies, Federal Prison Industries, AbilityOne program, Wholesale Supply Sources, and Medical Surgical Prime Vendor program.

b. VA Veteran Information Pages (VIP) was searched on 5/12/2021 utilizing NAICS code 334516 and keywords search “Gross Imaging.” The search resulted in 9 Service Disabled Veteran Owned Small Businesses (SDVOSB) and 0 veteran Owned Small Businesses (VOSB). However, none were contacted because of the need for Diagnostic Instruments brand equipment.

c. Correspondence was exchanged with the East and Southeast Sales Manager for Diagnostic Instrument, Inc. a large business DBA Spot Imaging. The Sales Manager stated in correspondence that they are the sole source for this product.

d. Federal supply schedule databases were searched, and the brand name product was not available via strategical federal contracts.

e. Diagnostic Instruments self certifies in the Systems for Award Management that their commercial products are a domestic end product.
