About this file
This is a Justification and Approval (J&A) document for other than full and open competition submitted by the Department of Veterans Affairs, Network Contracting Officer 17, located in Duncanville, Texas, for the VA North Texas Health Care System (VANTHCS) Logistics Service. The acquisition seeks to establish a one-year Blanket Purchase Agreement (BPA) contract with Geo-Med LLC to supply Robotic Surgical Packs for the Dallas facility's surgical procedures using Davinci robotic equipment. The requirement increases the maximum purchase quantity from 248 packs under the current Indefinite Delivery Indefinite Quantity (IDIQ) contract to 600 packs, with a total estimated value of $790,866.00. The previous sole source award to Geo-Med LLC under contract 36C25725D0070 was for $1,375,906.48 and was awarded on August 28, 2025.
The justification cites statutory authority under 41 USC §3304(a)(1) for sole source procurement, asserting that only Geo-Med LLC is the authorized SDVOSB distributor for Medline Industries' custom Robotic Surgical Packs and that no other supplies or services will satisfy agency requirements due to unique compatibility requirements with existing Davinci robotic equipment. Market research conducted in April and May 2026 reviewed the Small Business Administration database, Supply Chain Catalog, and ECAT with no alternative sources identified. An Intent to sole source was posted on SAM.gov from July 31, 2025 to August 11, 2025, with only Geo-Med LLC responding. Fair and reasonable pricing will be determined through comparison with historical pricing on the prior award. The J&A requires certification by one level above the Contracting Officer and is subject to approval requirements per VHAPM Part 806.3 OFOC SOP for acquisitions exceeding the Simplified Acquisition Threshold but not exceeding $900,000.

Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID:
1. Contracting Activity: The Department of Veterans Affairs, Network Contracting Officer

Total Estimate $790,866.00.

This item is essential for performing surgical procedures with the assistance of Davinci robotic equipment. Geo-Med LLC is the only authorized SDVOSB distributor to sell custom packs. A sole source proprietary letter was
VHAPG Part 806.3 OFOC Page 2 of 3 provided by Geo-Med, LLC on behalf of Medline confirming that Geo-Med, LLC is solely responsible for reselling custom packs.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as possible (including whether a notice was or will be publicized as required by RFO Part 5 and, if not, which exception under RFO Part 5 applies): Market research was conducted less than 18 months ago under contract 36C25725D0070. An Intent to sole source 36C25725Q0811 was posted on SAM.gov 7-31-2025 to 8-11-2025 only Geo-Med, LLC responded to the intent. A proprietary letter was provided by Geo-Med, LLC on behalf of Medline confirming that Geo-Med, LLC, is the sole source reseller.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and

Robotic Surgical Packs remain custom-manufactured by Medline Industries and currently only have one authorized reseller, Geo-Med, LLC. Geo-Med provided a proprietary sole source letter affirming its exclusive distribution rights for these products.
