About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition for the VA Sierra Nevada Health Care System, Network Contracting Office (NCO) 21, to purchase a boiler currently being rented under contract 36C26124C0050. The J&A cites "Only One Responsible Source" as the authority, as the facility has been renting a boiler from Sierra Boilers' sister company, Pyro Combustion, as a backup while repairs are conducted on permanent facility boilers.
The purchase will convert the existing rental boiler into a permanent backup solution, avoiding additional transportation and installation costs. Currently, one boiler is non-operational and two others require repairs to maintain the hospital's heating, steam, and sterilization capabilities. Market research identified 4 SDVOSBs under NAICS code 333414, but none could provide the necessary equipment. The interested sources include Sierra Boilers (small business), Pyro Combustion (small business), R.F. Macdonald (large business), and Desert Boilers (small business). The document is signed by the Healthcare Engineer, Contracting Officer, and Branch Chief, with an effective date of 04/15/24.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
This requirement will not be solicited, as we have a boiler in place from the rental agreement which satisfies the requirement of the facility Purchasing the current boiler will result in savings of transportation and installation costs.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: Price reasonableness will be determined based on comparison with the independent government estimate, and current market prices.
