JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1

(OVER MICRO-PURCHASE THRESHOLD($10K) BUT NOT EXCEEDING THE SAT ($250K))

IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplif ied acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase.

1A. PROJECT/ TASK

NUMBER: N/A

1B. ESTIMATED AMOUNT:

$84,000.00

2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

The following is a justification to limit competition based on the specific brand name required for the purchase of 2 Dentsply Sirona CEREC 3-D Intra-Oral Scanners and supplies/support.

BRAND NAME ONLY: Dentsply Sirona Product Number: Description: Quantity:

6692714 CEREC Primescan AC TP Steel (DI) 2 6149871 CEREC 3D On-site Training 1 6286202 CEREC Sustainment Acquisition Unit Only – 3 Yrs. 2 6686880 Disposable Camera Sleeve Primescan (50 per box) 4

The intra-oral scanner is essential equipment in the daily CAD/CAM workflow of the dental clinic. It is used to replace the need to take physical impressions with items such as alginate or polyvinyl siloxane with an intraoral camera that captures detailed images of the oral cavity via digital impressions. Procurement of the scanner will enable staff to design and construct innovative solutions that enable cost effective treatments and interventions for our Veterans The requirement is for a f irm-fixed price contract.

3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE

REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED:

• The Primescan DI is optimally compatible with our current CAD/CAM equipment for digital impressions, digital transfers, and computer aided design and manufacturing.

• File output and transfer is fully supported by our current contract with dental lab Ziemek as well as VA Central Dental Lab in Texas. A generic brand could not be usable due to unsupported software.

• This item is VA OIT approved and is currently in use across the VISN and throughout VA including Portland, Boise, Walla Walla and San Antonio.

4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE

SUPPLIES OR SERVICES:

Based upon the results of the market research (explained below) there is not a reasonable expectation that 2 or more small businesses are capable of furnishing the required scanners. Additionally, the contracting officer spoke to the Dentsply Sirona, Sales Representative she confirmed that there only distributors are Henry Schein Inc. and Patterson Dental Supply, Inc. both are large businesses.

5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT

WAS NOT CONDUCTED:

In Accordance With (IAW) Federal Acquisition Regulations (FAR) Part 10, the Contracting Officer conducted market research of Service-Disabled Veteran-Owned Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSB). Research revealed 46 possible sources in the VIP database that could possibly provide the required services. A Sources Sought was sent on 9/2/2020 via email to all of the possible sources located in the VIP database search. The responses were due on 9/4/2020 no responses were received.

A search was conducted on the General Services Administration (GSA) eLibrary database under 65 IIC Dental Equipment and Supplies, C-37B Dental Radiographic Equipment – Digital. The search revealed 20 possible sources;

1 Service-Disabled Veteran Owned Small Business (SDVOSB); 1 Veteran Owned Small Business (VOSB); 11 other small businesses; and 7 large businesses. A Request for Information was posted on GSA eBuy on 9/2/2020, with responses due on 9/4/2020. A total of 6 responses was received, none of the respondents could provide the items requested.

IAW VAAR 810.001-70, the Vendor Information Page (VIP) database was queried and results are shown in the attached Excel spreadsheet. Based on the information obtained from the VIP database and the RFI/SS responses, the Government was not able to identify two or more SDVOSB or VOSB sources that will satisfy the requirements.

Based on the responses there is not a reasonable expectation of obtaining offers from two or more responsible SDVOSB or VOSB concerns that are competitive in terms of market prices, quality, and delivery. As a result of this market research survey, the Contracting Office determined that there were no contractors registered in SAM and VIP capable of providing the required services.
