Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K)
Acquisition Plan Action ID: 36C263-26-AP-1396
1. Contracting Activity:
Department of Veterans Affairs, VISN 23, Iowa City VA Health Care System 601 Highway 6 West Iowa City, IA. 52246
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Department of Veterans Affairs, Iowa City VA HCS has an emergency requirement for Emergency Water Treatment and Testing Services. They will fulfill the required purification and testing procedures. The estimated amount is $18,287.56. A verbal award has already been issued as of 12/11/2025.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
An urgent need exists and following ordering procedures would result in unacceptable delays.
Delays could cause permanent health problems for VA staff and patients inadvertently exposed to the legionella.
4. Description of market research conducted and results or statement why it was not conducted:
An urgent need to procure purification and testing services precludes extensive market research.
The Contracting Officer performed market research and determined GARRATT-CALLAHAN COMPANY a Small Business, UEI: SA6AP4DNLGG6, is capable, qualified and available to immediately provide the purification and testing services.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b)(i). The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available due to urgency. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
