About this file
This is a Single Source Justification document for a federal procurement under simplified acquisition procedures. The Department of Veterans Affairs, VISN 23, Iowa City VA Medical Center (Acquisition Plan Action ID: 36C263-26-AP-3329) seeks to award a single-source contract for SoloRider Golf Carts to support the National Disabled Veterans Golf Clinic. The acquisition is valued over the micro-purchase threshold but does not exceed the simplified acquisition threshold under FAR 13.106-1(b).
The SoloRider Golf Cart is required to enable larger disabled veterans to participate fully in golf activities. The justification identifies unique technical characteristics that limit the source to one supplier: the cart's four-wheel system with increased weight load capacity, swing arm suspension that allows side-to-side wheel movement for terrain adaptation, and an adjustable seat design that accommodates semi-standing and fully seated swing motions with configurable seat and chest belt options for various user sizes and disabilities. Market research confirmed that One Stone Arms, LLC is the only authorized distributor of the SoloRider Golf Cart. An intent to sole source was posted on contract opportunities for seven days, resulting in zero responses from competing vendors. The Contracting Officer Steve Ashby approved the purchase on 06/16/2026 and certified the justification as accurate and complete.
