3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Although this pill counter is not proprietary to ScriptPro, it is one component of an existing pharmacy automation system currently deployed (ScriptPro) and it must be 100% compatible with this system to avoid Patient medication errors. The Eyecon Pill Counter is compatible and will be accessible to the other ScriptPro products, processing points and other devices that connect to existing ScriptPro servers which have full connectivity of the appropriate patient data needed in Vista Orders. The ScriptPro automation system currently deployed, requires certified technicians to properly install and connect to the VA network.
4. Description of market research conducted and results or statement why it was not conducted: VA
Mandatory and non-mandatory sources were searched. Market research indicates that the Eyecon 9430 is not proprietary to ScriptPro. However, the current pharmacy automation deployed at Mann-Grandstaff VA Medical Center is through ScripPro servers and it is imperative that the Eyecon equipment be 100% compatible with this system to avoid patient medication errors. FPDS indicates that multiple awards have been made to ScriptPro and some have also been made through Veterans Healthcare Supply Systems, who is an authorized distributor of the Eyecon and ScriptPro services.
The Rule of Two was not met and this will be solicited brand name only, as unrestricted.
