About this file

This document is a Sole Source Justification under FAR 13.5 for sharps waste collection/removal services for the Department of Veterans Affairs, VISN 12, Illiana Health Care System. The procurement is for a base year contract with four 1-year option periods (4/1/2025 - 3/31/2030), set aside as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) requirement. A Request for Quote (RFQ) was issued on 3/7/2025 with a 3/26/2025 close date, receiving three quotes, but the Contracting Officer could not determine the pricing to be fair and reasonable. After extensive market research using VetCert, VIP, SBA, SAM, and existing contract sources, Stericycle was identified as the best available option, with their quote being less than the Independent Government Cost Estimate (IGCE) and presenting the most viable solution for an essential service that has lapsed.

The justification cites "Unusual and Compelling Urgency" as the basis for restricting competition, emphasizing the need to ensure veteran patients are not affected by a service interruption. The document indicates that no other small businesses could be identified beyond the three that initially provided quotes, and large business Stericycle was contacted as an alternative. The total contract value and specific pricing details are redacted, but the procurement demonstrates a structured approach to securing a critical healthcare support service through a sole source award when competitive methods did not yield satisfactory results.
