About this file
This document is a Sole Source Justification for a Windows 11 Upgrade for VISN 12 Medical Centers and Community Based Outpatient Clinics. The procurement is for ScriptPro USA, Inc. to provide a proprietary Windows 11 upgrade across 13 VA healthcare facilities in Wisconsin, Illinois, Indiana, and Michigan. The total estimated value is $501,424.83, with a performance period from October 2025 to October 2030.
The justification emphasizes that ScriptPro USA, Inc. is the only vendor capable of meeting the requirement, as their Windows 11 system is integrated and proprietary to their existing monitors. The VA is transitioning away from Windows 10, which will lose Microsoft support by October 14, 2025. Market research conducted via VetCert, GSA Advantage, and Dynamic Small Business Search confirmed no alternative vendors could fulfill the specific upgrade needs. An Intent to Sole Source was posted from 03/17/2025-03/28/2025, receiving only one response from ScriptPro USA, Inc.
