Allyn Vital Signs Monitor and roll stand for each patient exam room. In order to facilitate patient care in any given Medicine Service Line (MSL) clinic exam room, all clinic rooms are now required to be equipped with a Welch Allyn Vital Signs Monitor as well as a roll stand with basket for ease of maneuvering within the confines of the exam room. The Welch Allyn monitors are compatible with the VA’s current computer system which will allow transmission of patient results directly into the patient chart eliminating transcription errors. The purchase of the Welch monitors will resolve the current safety issue. Also, the monitors use tympanic thermometers that do no cross a mucus membrane and meet Infection Control compliance. The replacement of EOL equipment and continued standardization promotes repeatable, sustainable, and reliable outcomes in patient care, as well as safe continuity of use by the healthcare provider familiarity of equipment ensuring accurate vital signs.
4. Description of market research conducted and results or statement why it was not conducted:
A narrowed search on Vendor Information Pages (VIP) was conducted using key words Welch Allyn which returned 5 SDVOSB/VOSB results, a request for information email was sent to vendors. Also, a sources sought was posted to contract opportunities and returned 6 SDVOSB’s, 2 SB’s and 1 Unknown Business responses. 6 vendors have been determined capable of providing the requested items. It has been determined that two or more SDVOSB’s do not meet the four-prong test under the non-manufacturer rule eliminating a set aside for only SDVOSB’s. All potentially relevant Federal Supply Schedules were reviewed and resulted in finding 1 of the 5 CLINS on non-mandatory GSA/NAC schedules. Procurement history was reviewed on FPDS and resulted in finding 109 results for the same or similar items, the most recent awards were divided between open market and FSS orders and many of the procurements utilized NAICS code 339112. A brand name only combined synopsis set aside for Small Businesses will be posted to contract opportunities to promote maximum competition.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
