About this file
This is a Single Source Justification for a commercial purchase by the Department of Veterans Affairs. The Department of Veterans Affairs Network Contracting Office 10 (NCO 10) seeks to award a Firm-Fixed-Price order to Span-America Medical Systems, Inc. (UEI: KJL5WJ23J7V9) for ten Control Units (Part Number 27686) valued at $19,547.70. The Control Units are digital pumps required to activate therapeutic modes of Span-America Custom Care Convertible Low Air Loss (LAL) mattresses currently in use at the Dayton VA Medical Center Community Living Center. Part Number 27686 is a modified version of Part Number 8410, featuring shorter footboard attachment hooks and power cords designed specifically to integrate with the Umano bed frames in use at the facility.
The justification establishes that only Span-America's official control unit can be used due to the system's proprietary design, including the mattress air channels, internal Star Chamber design, and Air Diffusion Matrix that rely on Span-America's engineered airflow and pressure metrics. The system uses custom quick-connect, color-coded air lines incompatible with third-party manufacturers. Market research conducted in August 2026 identified three FSS contracts offering Span-America items, with only one vendor offering a part variation (U-27686 through SDVOSB Maness Veteran Medical, LLC), but at a significantly higher price than the OEM's own contract offering. The Contracting Officer concluded that neither the VA Rule of Two nor the SBA Rule of Two would be reasonably expected to be met, justifying the single source award under RFO 12.102(a). The justification was approved and certified on 18 August 2026 by Contracting Officer Grover D. Easterling, Jr.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW *RFO 12.102(a) For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C250-26-AP-2774
1. Contracting Activity: Department of Veterans Affairs. Network Contracting Office
10 (NCO 10), 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI, 48105 in support of VISN 10, Dayton VA Medical Center (VAMC) at 4100 W. Third St, Dayton, OH 45428. The purchase request (2237) number for this acquisition effort is 552-26-2-121-0047.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: NCO 10 proposes to award a new Firm-Fixed-Price order to Span-America Medical Systems, Inc., Unique Entity Identification (UEI) KJL5WJ23J7V9, or an authorized offeror providing the product of the approved source, for ten each new Control Units (P/N 27686) for POD A of the Dayton VAMC Community Living Center (CLC). The Control Unit is the high-performance digital pump required to activate the active therapeutic modes of the Span-America Custom Care Convertible Low Air Loss (LAL) mattress series. By connecting the control unit to the mattress system, it provides consistent Low Air Loss (LAL) and alternating pressure therapies to treat Stage I-IV pressure injuries. Span America part number 27686 is a modified version of Span America part number 8410. These devices have shorter footboard attachment hooks and shorter power cords to plug directly into the bed. This modification is necessary to use the mattresses with the Umano bed frames currently in use by the Dayton VAMC.
The estimated value of the proposed action is $ 19,547.70 using Department of Veterans Affairs funds.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Dayton VAMC currently has Span-America Custom Care Convertible Low Air Loss (LAL) mattress on Umano bed frames. The official Span America powered control unit designed for the Custom Care Convertible series must be used to upgrade the mattress from a non-powered surface to an active low-air-loss, alternating pressure, or lateral rotation system. The mattress air channels, internal Star Chamber design, and Air Diffusion Matrix rely specifically on Span America’s engineered airflow and pressure metrics. The system uses custom quick-connect, color-coded, gender-matched air lines that require the official Span America control unit. Using a non-matching control unit/pump from another manufacturer can

There are currently no alternative or third-party control units available for use on the Span America Custom Care Convertible LAL mattress.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research included queries within the AbilityOne Procurement List, the General Services Administration’s (GSA) Advantage and eLibrary websites, the System for Award Management (SAM) site, the National Acquisition Center (NAC) MedSurg Catalog, and the VA Supply Chain Master Catalog (SCMC) with all research completed in August 2026.
Market research has revealed there are three FSS contracts that offer Span America items, however only one vendor offers a variation of the part number. The FSS contract 36F79725D0083 with SDVOSB Maness Veteran Medical, LLC. has part number U-27686 instead of 27686 but appears to be the same product with the “U” indicating the part is being sold by an entity other than the OEM. However, the OEM has indicated it will offer part number 27686 at the same price it offers part number 8410 on its own FSS contract which is signicantly less than the current price on the Maness Veteran Medical, LLC contract. This situation would make it difficult for the Contracting Officer to find the current Maness Veteran Medical, LLC contract price fair and reasonable. There does not appear to be any indication there are any other distributors of the Span America parts other than the three FSS contract holders, of which only one is a small business concern. Therefore, there is not a reasonable expectation the VA Rule of Two or the SBA Rule of Two would be met.
5. Contracting Officer's Certification: Purchase is approved in accordance with
*RFO 12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
