About this file
This is a Sole Source Justification document for a Department of Veterans Affairs procurement under the Revolutionary FAR Overhaul (RFO) 12.102(a) for purchases exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The VA's Veterans Health Administration, Regional Procurement Office East, Network Contracting Office 08 in Tampa, Florida is acquiring specialized service items in support of Bay Pines VA Health Care System's C.W. Bill Young Medical Center. The required services include: 1st Year Preventive Care Connect for AMSCO 7053HP equipment, preparation and configuration of capital equipment to enable data export to CAT, ConnectAssure Technology Annual Subscription for data export capabilities, 2-Year Total Care Connect for AMSCO 7053HP, and factory-installed Acu-Dose System for 7000HP Washer. Although related services were previously ordered under VA Strategic Acquisition Center (SAC) Contract No. 36C10G25D0002, the specific services identified here fall outside that contract's scope and must be acquired separately through open market procurement. The estimated procurement value is redacted in the document.
The justification for sole source award to STERIS is based on the proprietary nature of the required items, which are specifically designed for compatibility with the Government's existing STERIS AMSCO equipment. Market research confirmed that STERIS, as the original equipment manufacturer, is the only source capable of providing the specific OEM service plans, proprietary ConnectAssure Technology subscription, factory configuration services, and factory-installed Acu-Dose system required. The document notes that while third-party service organizations may perform certain maintenance on STERIS equipment, they cannot provide these specific proprietary offerings. The Contracting Officer certification approves the purchase in accordance with RFO 12.102(a), effective December 30, 2025.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Government requires the acquisition of the following service items: 1st Year Preventive Care Connect AMSCO 7053HP, Prepare and Configure Capital Equipment to Enable Data Export to CAT, ConnectAssure Technology Annual Subscription Enables Data Export from Capital Equipment, 2 Year Total Care Connect AMSCO 7053HP, and Factory Installed Acu-Dose System for 7000HP Washer.
These service items are not included within the scope of VA Strategic Acquisition Center (SAC) Contract No. 36C10G25D0002. Although related services were ordered under the SAC contract, the services identified above must be acquired separately as an open market requirement.
The estimated procurement value is .
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Government has an operational requirement for the service items identified above. While the associated services were ordered under VA SAC Contract No.
36C10G25D0002, these specific service items are outside the scope of that contract and therefore cannot be procured through the existing SAC contract vehicle.
A separate open market acquisition is required to obtain these services and satisfy the Government's requirement. Procuring these services separately ensures the Government obtains the required support while maintaining compliance with applicable acquisition regulations governing open market purchases.
Revision: 02 Effective Date: 12/30/2025 Page 2 of 2 Acquisition ID# 36C248-26-AP-4801
STERIS is the original equipment manufacturer (OEM) of the required products and services. The required items are proprietary and specifically designed for use with the Government's existing STERIS AMSCO equipment.
The Government requires the OEM products and services to ensure compatibility, maintain equipment performance and reliability, and preserve manufacturer support.
The use of non-OEM alternatives could adversely affect system functionality and operational readiness.
Market research did not identify any alternative source capable of providing the required OEM products and services with equivalent compatibility and functionality.
4. Description of market research conducted and results or statement why it was not conducted:
Market research determined that the Government's requirement for OEM-provided Preventive Care Connect, Total Care Connect, ConnectAssure Technology services, equipment configuration, and a factory-installed Acu-Dose system are proprietary STERIS products and services that are provided by the original equipment manufacturer. Although third-party service organizations may perform certain maintenance or repair services on STERIS equipment, they cannot provide the specific OEM service plans, proprietary ConnectAssure Technology subscription, factory configuration, or factory-installed Acu-Dose system required by the Government.
Market research confirmed that the required service items are not available under VA Strategic Acquisition Center (SAC) Contract No. 36C10G25D0002. As a result, the Government determined that a separate open market acquisition is necessary to obtain these services.
5. Contracting Officer's Certification: Purchase is approved in accordance with RFO 12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
