About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs.

The Nebraska-Western Iowa Health Care System, Omaha VA Medical Center, requires emergency HVAC repair services valued at $31,787.75. The work includes replacement of AHU 3 fan bearings with associated rigging and mechanical work, post-repair vibration analysis, and repair or replacement of damaged ductwork and insulation for ICU AHU 2. The contractor must furnish all labor, equipment, supervision, and materials necessary to complete the repairs. The requirement arose from an emergency condition requiring immediate action within hours to minimize disruption to facility operations and patient care. Boiler Chiller Systems, LLC was selected as the single source based on prior HVAC maintenance and repair work experience at the facility, familiarity with the affected systems, and demonstrated availability to respond immediately. The Government determined that the urgent timeframe precluded traditional competitive solicitation, as identifying additional sources, obtaining and evaluating quotes, and coordinating performance by an unfamiliar contractor would have delayed critical emergency repairs. Market research was limited to information available from VA Engineering personnel regarding system conditions and the contractor's prior performance history, with no formal market research conducted due to the emergency nature and immediate authorization requirement. Contracting Officer Amanda Patterson-Elliott approved the purchase on September 21, 2026, in accordance with FAR 13.106-1(b).

Acquisition Plan Action ID: 36C263-26-AP-4088

1. Contracting Activity: Department of Veterans Affairs, VISN 23, VA NWI Omaha Division 4101 Woolworth Avenue Omaha, NE 68105

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Department of Veterans Affairs, Nebraska-Western Iowa Health Care System, Omaha VA Medical Center requires emergency HVAC repair services for AHU 3 and ICU AHU 2. The work includes replacement of AHU 3 fan bearings, associated rigging and mechanical work, post-repair vibration analysis, and repair/replacement of damaged ductwork and insulation associated with ICU AUH 2. The contractor shall furnish all labor, equipment, supervision, and materials necessary to complete the required repairs. The estimated contract value is $31,787.75.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The requirement arose from an emergency condition affecting HVAC equipment at the Omaha VA Medical Center and required immediate action to minimize disruption to facility operations and patient care. The Government’s need required a response within hours, and the time necessary to identify additional sources, obtain and evaluate additional quotes, and coordinate performance by an unfamiliar contractor could not be accommodated without delaying the required emergency repairs. Boiler Chiller Systems, LLC was known to VA Engineering personnel though prior HVAC maintenance and repair work at the facility, was familiar with the affected systems, and was available to respond to the immediate need. The contractor provided a detailed estimate and demonstrated the ability to obtain the required materials, mobilize the necessary labor and equipment, and perform the required repairs within the emergency timeframe. Accordingly, based on the urgency of the requirement and the timeframe in which performance was required, Boiler Chiller Systems, LLC was determined to be the source reasonably available to satisfy the Government’s immediate need. Soliciting additional sources prior to authorization to proceed was not practicable without delaying the emergency repairs.

4. Description of market research conducted and results or statement why it was not conducted: The extent of market research was limited by the emergency nature and immediate time-frame of the requirement. VA Engineering personnel provided information regarding the condition of the affected HVAC systems, the urgency of the repairs, and Boiler Chiller Systems, LLC’s prior experience performing HVAC maintenance and repair work at the facility. Boiler Chiller Systems, LLC provided a detailed estimate totaling $31,787.75 for the required work. Due to the need to authorize the emergency within hours, there was insufficient time to conduct traditional market research, including identification and solicitation of additional sources, prior to authorization to proceed.

Delaying the requirement to conduct additional market research was not practicable within the https://www.acquisition.gov/?q=/browse/far/13

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 timeframe of the emergency. The extent of market research was therefore limited to information reasonably available to the Government at the time that the emergency requirement arose.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
