About this file

This is a Single Source Justification document for a federal procurement under simplified acquisition procedures for an amount exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The Department of Veterans Affairs, VISN 23, Omaha Medical Center is procuring the Assurance Plus Service Plan from Abbott, a commercially available service plan covering repairs and preventive maintenance for the facility's Abbott Optis Laser Scanning System. The justification for sole-source procurement is based on the Abbott Optis being the only unit of its kind in Omaha, with maintenance services available exclusively through Abbott as the FDA-approved manufacturer with sole access to required parts, software, and technical expertise. Market research conducted through internet and VetBiz searches yielded no alternative vendors capable of servicing the Abbott Optis unit, and Abbott provided written confirmation as the only authorized service provider. An intent to sole-source notice was posted on SAM.gov, and no responses were received by the closing date. The Contracting Officer, Curt Larose, approved the purchase on May 15, 2026, in accordance with FAR 13.106-1(b), certifying the justification as accurate and complete. The Acquisition Plan Action ID is 36C263-26-AP-2914.
