About this file
This is a Single Source Justification for a federal contract award under the Simplified Acquisition Threshold (SAT).
The Department of Veterans Affairs, VISN 23, Iowa City Medical Center seeks to procure an annual software subscription for lab blood sample collection tube label makers through a sole source award to Latice. The estimated contract value is $13,975 for the base year, with a total cost of $41,925 for the base year plus two option years. The subscription will include four additional option years beyond the base period. The sole source justification is based on the requirement that the software must be approved on the VA Technical Reference Model (TRM) and meet all VA security risk requirements. Latice is currently the only known software vendor with TRM approval meeting these specifications. Market research was conducted through a notice of intent posted on SAM.gov from September 2, 2026 to September 14, 2026. Two vendors submitted questions in response, but neither had software approved by the VA TRM. The Contracting Officer certified the purchase as compliant with FAR 13.106-1(b) and digitally signed the justification on October 1, 2026. The Acquisition Plan Action ID is 36C263-26-AP-0559.
